<br /> 74-108 - The following ordinance, approved on first reading at the last meeting,
<br />was taken up and read:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />BY AFF~NDING SECTIONS 10-65.4, 10-65.5 AND 10-65.6 PERTAINING TO REAL ESTATE
<br />TAX RELIEF FOR CERTAIN ELDERLY PERSONS.
<br />
<br />The following letter from the City Manager was read:
<br />
<br /> "The following report is being submitted in response to your request at the
<br />previous Council meeting that financial estimates be provided on the revenue impact
<br />of Tax Relief for the Elderly.
<br />
<br /> Included in the report is the methodology on which the report is based and
<br />an analysis of the current tax year. In order to arrive at the maximum impact, the
<br />analysis has been prepared on the assumption that the changes in the new ordinance
<br />would provide twice or triple the current participation and a fourth table shows maximum
<br />potential if all persons 65 or older applied and were eligible for tax relief. Each
<br />of the summary tables shown on the attachment have been estimated and extended on
<br />
