8O <br /> <br /> Leaving Loxley Place at Chatham Road, it is only necessary to move a distance of <br />600 feet and make a U-turn on Victory Boulevard, and it is our feeling that this distance <br />is not too much for the traveling public if it prevents and eliminates potential traffic <br />accidents. A U-turn at this point is legal since there are no signs to indicate an <br />illegal U-turn. Improvements have been made to Francis Street to allow the residents <br />of Loxley Place another convenient exit from their area on Victory Boulevard. Exit <br />can also be made by Kent Drive." <br /> <br /> Motion of Mr.. Smith and seconded by bir. Holley, to be received as information and a <br />copy to be forwarded to the petitioners, was adopted by unanimous vote. <br /> <br /> 74-191 - "City Council, at its meeting of April 24, was presented a petition from <br />the residents of Southdale for drainage, curbs and gutters and street improvements. <br />I was instructed to investigate the problem and report back to City Council. Preliminary <br />investigation reveals the following: <br /> <br />(i) <br /> <br />The surface-treated paving on Martin Avenue and Jewell Avenue is in fair <br />condition. Sacony Street has been partly improved; there is curb and <br />gutter on the south side. <br /> <br />(2) Both of the major streets (Jewell and Martin) are rather poorly drained <br /> by roadside ditches. <br /> <br />(3) The right-of-way on these streets is 50 ft. so the roadway width for the <br /> new paving would be 50 ft. curb to curb. <br /> <br />(4) Some small trees and shrubs would probably have to be removed for the <br /> street construction. <br /> <br />Cs) <br /> <br />The master drainage plan shows the general plan for drainage. This <br />might have to be modified if and when an engineering survey and design <br />for the street slopes is prepared. <br /> <br /> Estimated cost for the above listed work is approximately $120,000. All items <br />allocated under the Curb & Gutter Program for the last three years have either been <br />spent or commitged. If this project is authorized, it will have to be funded either <br />from bond proceeds or Entitlement V of Revenue Sharing. <br /> <br /> We have investigated an alternate method which would improve the situation but <br />is not a permanent answer to the problem. The situation can be remedied by the installa~ <br />tion of a positive outfall from the intersection of the northeast corner of Sacony Street <br />and Martin Avenue to an existing 30" pipe storm sewer located on the south side of Sacony <br />Street. The ditch along the east side of Martin Avenue could then be regraded allowing <br />a positive runoff. If this work is done, the adjacent property owners would be required <br />to purchase the proper size driveway pipes which will be placed oq the ne~ grade. The <br />installation of a 15" outfall would require an expenditure Of approximately $500 of <br />City funds. These funds, however, would not be wasted as the master drainage plan calls <br />for the installation of a 15" pipe and catch basins at this intersection. Some property <br />owners have been contacted and have expressed a desire to purchase new drive~ay pipe <br />if their request for curbs and gutters cannot be approved at this time. Ditches in <br />the area have recently been cleaned but this has had little effect on the drainage since <br />the grade is too flat to allow the needed outfall." <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson, to concur in the recommendation of <br />City Manager f-~,-temporary solution, was adopted by unanimous vote. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Johnson, that the rules be suspen)ed for <br />Mr. Danny Thornton to speak, was adopted by unanimous vote. <br /> <br />Mr. Thornton spoke. <br /> <br />that <br />Fund <br /> <br />74-192 - "The attached ordinance is :submitted f:or your consideration and I recommend <br />it be placed on first reading. This appropriates $30,500 in the Capital Improvement <br />for the construction of a maintenance-concession building in Park View. <br /> <br />Three bids were received for this project as follows: <br /> <br />(1) Garnett H. Slate $30,338 <br /> <br />(2) G. L. Cline & Son, Inc. v $51,905 <br /> <br />(3) G. R. Davis & Sons, Inc. $35,600 <br /> <br /> The Architect has negotiated With the Iow bidder and a contract has been signed <br />for $27,000. The balance of the funds requested are for architectural and engineering <br />fees and inspection. ~ <br /> <br /> This project is included in the Capital Improvement Fund and is a part of the City's <br />commitment to the Urban Renewal Project i,n Park View. It is recommended tha~t, the contract <br />be awarded to the low bidder, Garnett H.
