279 <br /> <br />May 1~, 1974 <br /> <br /> 74-187 "The attached ordinance is submitted for your consideratiQn and I recommend <br />it be placed on first reading. This amends Section 32-3 of the City Code which pertains <br />to lowering curbs, private driveways orl ramps. The present ordinance requires that <br />this work be accomplished according to plans furnished by the Director of Public Works <br />and under the supervision of the Director of Public Works. Plans are submitted to <br />the City Engineer who also authorizes supervision of this type of work and the change <br />proposed amends the ordinance to read City Engineer rather than Director of Public <br />Works. <br /> <br />This correction was overlooked in the recent recodifying of the City Code." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the follOwing ordinance was <br />approved on first r~ading, and~by the following~vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 32-5 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO THE ISSUANCE OF PERMITS TO EXCAVATE WITHIN <br />THE CITY'S STREETS AND RIGHT OF WAYS." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-188 - "Following a letter to Mayor Barnes from the President of the Churchland <br />Shopping Center Association requesting a traffic light at the intersection of Stamford <br />Road, High Street West and Churchland Boulevard, I was requested to investigate this <br />matter and report to City Council. <br /> <br /> Two meetings have been held with representatives of the Shopping Center Association <br />and members of my staff. The most recent meeting was also attended by members of the <br />State Highway Department. The problem was thoroughly discussed at both meetings and <br />at the last meeting it was agreed that rather than install a traffic light at this <br />intersection and alter Route 17 at this point in order that a left turn could be made <br />into the Shopping Center as originally requested, that the Traffic Engineering Department <br />would put up signs for a distance north of the shopping center on Route 17 indicating <br />that in order to get to the shopping center customers would make a left-hand turn onto <br />Tyre Neck Road, then a right onto Churchland .Boulevard~ then a left turn into.the sho' <br />center. It is felt by the Traffic Engineer and the State Highway Department that this <br />solution would better solve the problem and is much preferred to the solution proposed <br />by the merchants, which, it is felt, would cause many accidents in this area. The <br />Traffic Engineer has been instructed to install all necessary signs immediately and <br />the Public Works Director has been instructed:to make improvements to Churchland Boulevar~ <br />between Tyre Neck Road and the Shopping Center. <br /> <br /> Agreement was made to try this solution for approximately three months and at <br />the end of this time, if the merchants still feel that their revenues are down due <br />to customers not being able to get into the shopping center conveniently, then the <br />City andlthe Highway Department will look further into the possibility of the solution <br />suggested by the Merchants Association.'' <br /> <br /> Motion of Mr. Early and seconded by Mr. Smith, the report from the City Manager to <br />be received as information, was adopted by unanimous vote. <br /> <br /> 74-189 -"The following is being submitted in response to a question raised by <br />Councilman Wentz at an April budget conference regarding the eligibility for food stamps <br />of prison inmates. <br /> <br /> A review of the food stamp program regulations sPecify that food stamps cannot <br />be used to assist in the purchase of food items for prisoners. Section 13000 reads: <br /> <br /> 'Residents of boarding houses and institutions will not be eligible <br /> to participate in the program ... <br /> <br />'For food stamp purposes, individuals will be considered residents <br />of an institution when the institution provides them prepared meals as <br />part of its normal service ...' <br /> <br /> In light of the above stated Federal regulations,, I am of the opinion that food <br />stamps may not be used as a means of purchasing food items for inmates of the City <br />Jail." <br /> <br /> M~tionf:of Mr. King and seconded by Mr. Smith, to be received as information, was <br />adopted bY unanimous vote. <br /> <br /> 74-190 - "City Council, at its meeting on April 9, 1974, requested that I submit <br />a report regarding exit from Loxtey Place onto Victory Boulevard, after being presented <br />a petition from the residents of the area. This matter has been discussed with the <br />City Traffic Engineer and Mr. Goodloe, District Traffic Engineer, State Department <br />of Highways. ~ <br /> <br /> I am attaching hereto a copy of a letter to Mr. George Pettyjohn from Mr. ~Goodloe <br />relative to his request for a crossover on Victory Boulevard at Chatham Road. Our <br />Traffic Engineer is in agreement with the Highway Department that a crossover at this <br />intersection would create hazardous situations. <br /> <br /> <br />
