<br />THERETO TWO NEW SECTIONS NUMBERED 2-269 AND 2-270 PERTAINING TO THE 'CITIZENS
<br />ADVISORY COMMITTEE OF THE CITY OF PORTSMOUTH'."

<br /> 74-218 On motion of Mr. Smith and seconded by Mr. Holley, the following resolution
<br />was adopted, and by the following vote:

<br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF MILITARY ROAD NORTH
<br />OF VICTORY BOULEVARD.
<br />
<br /> WHEREAS, KBN, Inc. has made application to vacate and close the hereinafter described
<br />portion of a certain street and it appearing that notice of the application and request
<br />for the appointment of viewers was duly posted May 7, 1974, on the bulletin board of
<br />the Circuit Court of the City of Portsmouth, and in two other public places in said
<br />City.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, James V. McGehee, Louis J. Leitner, R. Ivine Smith and James
<br />L. Choate, be appointed viewers to view the hereinafter described portion of such street
<br />and report to this Council in writing whether in their opinion, any,~'and if any, what
<br />inconvenience wouldresult from vacating and closing the following:

<br />the NAtional Register of Histori~Places. This effort was znitiated a year ago during
<br />the Virginia Citizens Planning A~so~iation Conference.~ 0~ staff proceeded to compare
<br />notes with Newport News officials who were working on "HILTON VILLAGE", which has ex-
<br />permenced a surge of value. Ms. Patrmcma W~llmford from East Carolina University was
<br />retained as a summer intern to lay groundwork for a "CRADOCK" application. Her work was
<br />completed by Research Coordinatoc'Robert Creecy~ Our Commission of Architectural Review
<br />endorse8 the application, and Architect John Paul Hanpury ~gBisted in obtaining informatio~
<br />President Edward Pool of the Cradock Property Owners ~s~ciation and the R~v~reJd Charles
<br />Kettlewell of Emmanuel Episcopal Church with Graphics Illustrator Kevin Wyatt, who is a
<br />lifelong Cradock resident, went to Richmond to present the application. Completing docu-
<br />mentation consumed more than seven months, but everywhere our staff turned, cooperation wa
<br />forthcoming. Cradock residents such as the late Mrs. W. Thomas and Mr. Paul Stokley are
<br />examples of civic cooperation. The Planning Commission wishes to thank everyone who was
<br />so generous in extending assistance.
<br />
<br /> Among Commission members, there has been the question "WHY". First, Portsmouth
<br />harbors historic treasures of metropolitan significance and of value to future generations
<br />we are custodfans of this responsibility. Second, Cradock remains after 60 years a co-
<br />h~sive~ne~ighborhood with civic pride--a model of citizen participation. Third, recently
<br />it was revealed that while core city values had declined, our Historic "Olde Towne" ~as
<br />experienced rising values. Fourth, Portsmouth is dedicated to State programs where inter-
<br />govermental cooperation zs a two-way street. [ifth, and last, a meaningful urban plannin
<br />program must be broadly defined ahd inclusive.
