<br />these changes.
<br />
<br /> The City Electoral Board has requested that these changes be made so that they can
<br />be effective by the election in November, ,1974. The Electoral Board approved a plan for
<br />dividing two Wilson Ward precincts into three precincts to reduce the~strain on voting
<br />places. Precinct 22, one of those reduced~in size, is now the largest. ~n the City, and
<br />b~adding a ne~ precinct and reducing its present size, the registered voters will be real
<br />to effect a better balance in the number of voters."

<br />FUND FOR ENGINEERING SERVICES CONCERNING IMPROVEMENTS TO SYER ROAD, ELMHURST
<br />LANE BETWEEN CHEROKEE LANE AND PORTSMOUTH BOULEVARD, SOUTH STREET, WILCOX
<br />AVENUE EAST OF ELM AVENUE, WEST NORFOLK ROAD BETWEEN CEDAR LANE AND THE WEST
<br />NORFOLK BRIDGE AND VICTORY BOULEVARD DRAINAGE DITCH AT FP~NCIS STREET."

<br />The following letter received from Traffic Engineer was read:
<br />
<br /> "Reference is made to your letter dated May 20, 1974 to me relative to a~traffic
<br />count on Elmhurst Lane between Cherokee Road and Portsmouth Boulevard no later than May
<br />23, 1974.
<br />
<br /> As you know I called your office and advised that I could not meet this deadline
<br />on such a short notice. I understand that this count was requested by City Council to
<br />support the idea of widening Elmhurst Lane from Cherokee Road to Portsmouth Boulevard.
<br />I would like to point out that this count would be premature at this time because it would
<br />no~;show the increased volumes that will appear on Elmhurst Lane when the Industrial Acces
<br />Road is completed and tied into Elmhurst Lane at G.E.X.
<br />
<br /> When this is done Elmhurst Lane will tie into Victory Boulevard across from Tower
<br />Mall's main entranee and extend west terminating north of Portsmouth Boulevard. As you
<br />can see this will be a natural route for P~he wes~ end of Portsmouth and Chesapeake which
<br />will cause a c~nsiderable increase in traffic volumes. Therefore in order to handle the
<br />increased volumes Elmhurst Lane from Cherokee to Portsmouth Boulevard should be widened.
<br />
<br /> If Council still wishes to have a count at this time I will be akle to supply it
<br />for the June 11 meeting. However, I want to point out again that it will be of no value
<br />since the Industrial Access Road is not completed at this time. I would suggest that
<br />Council should wait until this raad is completed so we can get an exact count of how many
<br />vehicles will be using Elmhurst Lane. If further information is desired, please advise."
