29z <br /> <br /> Motion of Mr. Holley and seconded by Mr. Smith, to be received as information, was <br />adopted by unanimous vote. <br /> <br /> 74-220 - The following letter received from Chairman of Pare and Recreation Com- <br />mission was presented: <br /> <br /> "At the regular monthly meeting of the Parks and Recreation Commission, a report <br />concerning the status of the Recreation Department's 1975 FY budget request was presented <br />by Mr. John S. Campbell, Jr., Director of Recreation. The report outlined several pro- <br />grams which have been deleted, or which are in jeopardy of being deleted, from the 1975 <br />budget. <br /> <br /> With public demand for recreation programs and facilities increasing almost daily, <br />this report caused great concern among the Commissioners. Of special concern is the <br />fact that it appears the Recreation programs are singled out when budget cuts are to be <br />made. Further, it is the consensus of the Commission that much of the "savings" effected <br />in deleting some Recreation programs would result in increased costs to the city in the <br />control of juvenile delinquency, vandalism etc. <br /> <br />to <br /> <br /> Consequently, the Commission voted unanimously to strongly recommend ~o City Council <br />restore the funds to the 1975 budget for those programs which have been deleted or are <br />jeopardy of being deleted. <br /> <br /> Your consideration in this important matter will.be greatly appreciated and we re- <br />spectfully request that this item be placed on the agenda for the regular Counci~ meeting <br />on May 28." <br /> <br /> Motion of Mr. Holtey and seconded by Mr. Smith, that the request be granted in the <br />new prepared budget and everything be restored, was defeated by the following vote: <br /> <br />Ayes: Holley <br />Nays: Early, King, Smith, Wentz, Barnes <br /> <br /> Motion of Mr. Early~and seconded by Mr. Wentz, to be received as information, was <br />adopted by-the following vote: <br /> <br /> Ayes: Early, King, Smith, Wentz, Barnes <br />_Nays: Hol~ley <br /> <br /> Motion of Mr. Smith and seconded hy Mr. Holley, that operational funds for the pool <br />in Cavalier Manor be restored in recreation budget. <br /> <br /> Substitute motion of Mr. Wentz and seconded by Mr. Early, the request to be referred <br />to these bodies (Recreation Commission and Senior Citizens Gommittee)~with the under- <br />standing that if monies funded by federal funds would be restored to the recreation budge~ <br />and the operation of Cavalier Manor swimming pool be given priority, was adopted by un- <br />animous vote. <br /> <br /> 74-221 - The following letter received from Chairman of Parks and Recreation, was <br />presented: <br /> <br /> "At. the regular monthly meeting of the Parks and Recreation Commission, a presenta- <br />tion was made by Mr. John S. Campbell, Jr., Director of Recreation concerning the con- <br />struction of public swimming facilities. Mr. Campbell concluded his report by recommendi~ <br />to the Commission that $100,000 be appropriated from Entitlement IV of Federal Revenue <br />Sharing Funds to construct an outdoor swimming facility (appyoximate cost, $95,000). <br />Further, he recommended that the pool be located on city owned property adjacent to the <br />Neighborhood Facility on Elm Avenue. <br /> <br /> The Commission concurred in Mr. Campbell's recommendation and is submitting this to <br />you for your consideration. <br /> <br /> We are requesting that this item be included on the City Council agenda for its <br />regular meeting on May 28." <br /> <br />Motion of Mr. Wentz and seconded by Mr. Smith, to be received as in.formation. <br /> <br /> Smhstitute motion of Mr. Wentz and seconded by Mr. <br />Municipal Finance Commission and consideration be given <br />Sharing, was adopted by unanimous vote. <br /> <br />Holley, to be referred to the <br />under Entitlement V of Revenue <br /> <br /> 74-222 The following request to speak was received from George R. Walker, 1749 <br />Spratley Street: <br /> <br />on <br /> <br /> "Subject: The Agenda of the 28 May, 1974, Portsmouth City Council Meeting <br /> Pursuant to Council Gag Rules 2-15.1 and 2-24 it is requested that my name be placed <br />the agenda of the subject meeting of the Portsmouth City Council to address the issue <br />tax relief for elderly persons. <br /> <br /> The privilege of addressing I~em 74-108 before Council action thereon is hereby <br />claimed as provided in Section 2-24 in the event that it is placed on the subject agenda." <br /> <br />Mr. Walker spoke. <br /> <br /> Motion of Mr. King and seconded by Mr. Early, to be received as information, was <br />adopted by unanimous vote. <br /> <br /> <br />
