289 <br /> <br />May 28~ 1974 <br /> <br /> The Mimosa Cove drainage project is in our 5-Year Capital Improvements Program <br />under the category of curbs, gutters~and drainage. The original estimate for this project <br /> in the Capital Improvements Budget was $71,000 in 1971. There is currently $41,S67 of <br /> uncommitted funds in the curb, gutter and drainage program, which was established under <br /> ordinance in our Capital Improvements Fund. After purchasing the storm drainage pipe at <br /> a cost of $37,496 from these funds, we will have a balance of approximately $4,070 in the <br /> curb, gutter and drainage program. The $128,434 required by this appropriation will be <br /> funded from unallocated bond proceeds." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $128,434 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE PURCHASE OF DRAInaGE PIPE AND THE CONTRACT FOR INSTALLATION OF <br />THE PIPE IN THE MIMOSA COVEAREA." <br /> <br />Ayes: Early, Holley, King, Smith, we~'tz, Barnes <br />Nays: None . ~ <br /> <br /> 74-209 "The attached resolution is submitted for your consideration and I recommend <br />its adoption. This authorizes and directs the City Manager to enter into an agreement <br />to provide interim capital financing of the acquisition, consolidation, rehabilitation <br />and expansion of public transportation in the Tidewater Transportation District. <br /> <br /> The Tidewater Transportation Commission has requested that each of its participating <br />member cities approve an agreement to provide them with the local matching funds required <br />to finance their first-year capital improvement program. The four cities are now in the <br />process of developing a formula for allocating capital costs to each of the cities. Howev <br />it will probably be several months before agreement can be reached on this formula. This <br />agreement to provide interim financing will allow the Commission to plan for and implement <br />its first-year capital improvement program. <br /> <br /> The four member cities have been requested to contribute and advance funds in the <br />following amounts to the Tidewater Transportation Commission: <br /> <br />Chesapeake <br />Norfolk <br />Portsmouth <br />Virginia Beach <br /> <br />$ 36,270 <br />$362,700 <br />$120,900 <br />$ 184,630 <br /> <br /> These advanced funding contributions approximate each City's ultimate share and are <br />based on the bus miles of service operated in each jurisdiction." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Early, the following resolUtion was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AND DIRECTING THE CITY 5~NAGER TO EXECUTE AN <br />AGREEMENT WITH THE TIDEWATER TRANSPORTATION CO~£MISSION PROVIDING FOR INTERIM <br />CAPITAL FINANCING FOR SAID COMMISSION. <br /> <br /> WHEREAS~ the Tidewater Transportation Commission has ascertained ~he~-n:~ed to obtain <br />interim capital financing pending the execution of a definitive cost allocation agreement; <br />and , ~ <br /> <br /> WHEREAS, the Commission has developed a draft agreement which calls for member locali <br />ties to provide the needed capital funds, a copy of said draft being attached hereto; and <br /> <br /> WHEREAS, the Council finds that the proposed agreement is a logical and prudent means <br />of dealing with the Commission's need for capital funds on an interim basis. <br /> <br /> NO~, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized and directed to enter into and exec~ <br />the aforesaid agreement with the Tidewater Transportation Commission and the other member <br />localities." <br /> <br /> Ayes: Early, King, Smith, Wentz, Barnes <br /> Nays: Holley <br /> <br /> 74-210 - "I submit ~he~attached ordinance and recommend it be placed on first reading <br />This appropriates $5,000 from the Capital Improvements Fund for the engineering and <br />design work on the repair of the Crawford Parkway bulkhead. Based on preliminary engineer <br />lng surveys, it is necessary that the existing timber bulkhead be restored to its original <br />elevation in order to eliminate the eminent failure of the bulkhead and collapse of <br />the street. <br /> <br /> During the last 8 to 10 years; the roadway in this area has had to be restored <br />and built up due to the bulkhead, whales and fill settling, Which has resulted in addition~ <br />pressure being put on the tie backs, causing them to bend at the ends. <br /> <br />The City Engineer and the Consulting Engineer both agree that unless the timber <br />bulkhead is restored, the settling will continue causing the tie rods to break and collaps <br />of the roadway. Funds necessary for this appropriation will come from unallocated bond <br />proceeds." <br /> <br /> <br />
