288

May 28~ 1974

Street and London Boulevard is part of the City's commitment in the Olde Towne Project
Va. R-49. Plans call for brick sidewalks to be installed in this park. For several
months, the Engineering Department has been attempting to get prices from contractors
to perform this work. We now have prices from two contractors who are agreeable to
installing these sidewalks. Prices quoted are as follows:

W. T. Stowe $ 8,137.39
James Hawks $10,964.00

The City's estimate for this work was $7,759.

This is a request that the City Council authorize and direct the City Manager to
enter into a contract with W. T. Stowe, the low bidder, for construction of the above-
referenced sidewalks. Total cost for this work including contingencies, engineering
and inspection will be approximately $9,000."

Motion of Mr. Smith and seconded by Mr. Early, that authorization be granted to
City Manager,:was adopted by unanimous vote.

74-206 "This is to request that the City Manager be authorized and directed to
award contract to Commonwealth Pipe Company, Inc., in the amount of $5,000 for the constru
tion of a drainage outfall system from River Shore Road to Southampton Esplanade. The
contractor is currently in the process of constructing the off-site drainage on the
Southampton PUD and it is in the City's best financial interest to have him install
this small portion of the drainage outfall system at this time. The funds required
for this contract were previously authorized in the City's and School's share of the
off-site drainage for this area."

Motion of Mr. Smith and seconded by Mr. Early, that authorization be granted to
City Manager, was adopted by unanimous vote.

74-207 - "The attached resolution is submitted for your consideration and I recommend
its adoption. This resolution is to be forwarded to members of the Virginia congressional
delegation requesting their support for funding to the U. S. Army Corps of Engineers
to make a study of the water supply of southeastern Virginia. The Southeastern Water
Authority of Virginia has requested that each of its participating local governing bodies
request its members of Congress to urge the adoption of a resolution by the Committee
on Public Works and an appropriation from the Congressional Appropriations Committee
to provide funds to the Norfolk District, Corps of Engineers, for the Chowan River Basin
Study. The Corps study would relate to the long-range impoundment on a tributary of
the Chowan River which the Corps believes to be a logical source for additional water
supply to southeastern Virginia."

On motion of Mr. King and seconded by Mr. Smith, the following resolution was adopted
and by the following vote:

"A RESOLUTION URGING THE SUPPORT OF MEMBERS OF THE VIRGINIA CONGRESSIONAL
DELEGATION FOR ADDITIONAL FUNDING FOR A U. S, ARMY CORPS OF ENGINEERS STUDY
OF THE WATER SUPPLY OF SOUTHEASTERN VIRGINIA.

WHEREAS, the U. S. Army Corps of Engineers has the capability and desire to initiate
a study of the Chowan River Basin as a source of future water supply for Southeastern
Virginia; and

WHEREAS, the Southeastern Water Authority
are in agreement that the Chowan River and its
water supply for the area; and

of Virginia
tributaries

and the Corps of Engineers
are a logical source of future

WHEREAS, the Corps of Engineers currently lacks the necessary funds to undertake
a proper study of the Chowan River Basin; and

WHEREAS, the Southeastern Water Authority of Virginia has requested all participating
local governing bodies to petition members of Congress for support of the proposed study.

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia,
that this Council does strongly urge that all members of Congress support proposed study
of the Chowan River Basin and funding necessary to implement such study, as set forth
in the model resolutions attached hereto; anm

BE IT FURTHER RESOLVED that the City Clerk be, and he hereby is, directed to forward
this resolution to appropriate members of the Virginia congressional delegation."

Ayes: Early, Holley, King, Smith, Wentz, Barnes
Nays: None

74-208 ~ "The attached ordinance is submitted for your consideration and I recommend
that it be placed on first reading.
