R. <br />Hagemeister, Acting City Attorney. <br /> <br />Absent: Burrell R. Johnson <br /> <br /> The meeting was opened with prayer by Rev. Charles G. Kettlewell, Minister, Emmanuel <br />Episcopal Church, and was followed by the Pledg% of Allegiance to the Flag. <br /> <br /> Moticn of Mr. smith and seconded by Mr. Early, the minutes go be approved as received <br />was adopted by the following vote: <br /> <br /> Ayes: <br /> Nays: <br /> <br /> 74-202 - Mayor <br />of the late Richard <br /> <br /> EarIy, Holl)y, King, 'Smith, Wentz, Barnes <br /> None <br /> <br />Barnes presented the following resolution to Mrs. Eleanor Ivins, wife <br />Ivins, for services rendered on the Portsmouth Parking Authority: <br /> <br /> "WHEREAS, on the eleventh day of May, nine%cch hundred and seventyrfour, and in <br />his infinite wisdom, Almighty God has called unto him Richard Ivins, who served as <br />-a member of the Portsmouth Parking Authority for seven years, being its Chairman for <br />the past two years, and giving generously of his time and efforts unselfishly in all <br />deliberations; and <br /> <br /> WHEREAS, the o '~ <br /> c mmun~y has suffered a great loss in the passing of Richard Ivins <br />and has joined with his family, friends and associates in mourning his death and in <br />recognizing the worth of his accomplishments. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth that the <br />sympathy of this body acting for the citizens of this city, be and hereby, is extended <br />to the family of the late Richard Ivins. <br /> <br /> BE IT FURTHER RESOLVED, that this resolution be <br />Council and a copy thereof be presented to his wife, <br />of Mr. Ivins' respected place in this community.".~ <br /> <br />spread upon the mAnures of the <br />Eleanor Ivins, in recognition <br /> <br /> The following reports from the City Manager were read:~ ~ ..... <br /> <br /> 74-203 - "The attached ordinance is submitted for your consideration and I recommend <br />that it be placed on first reading. This appropriates $261,885 from the Federal Revenue <br />Sharing Trust Fund in the category of Capital Expenditures. This appropriation authorizes <br />the payment of Revenue Sharing Funds to the Capital Improvement Fund for the construction <br />of curbs, gutters, drainage and street improvements to City Park Avenue~ ~ <br /> <br /> This project was authorized by City Council in the Planned Use Report <br />IV Revenue Sharing Funds." <br /> 3 <br /> <br />for Entitlement <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $261,885 IN THE FEDERAL REVENUE SHARING TRUST <br />FUND FOR CURB, GUTTER, SIDEWALK, DRAINAGE AND STREET IMPROVEMENTS TO CITY <br />PARK AVENUE BETWEEN PORTSMOUTH BOULEVARD AND THE RAILROAD TKACK AT CLIFFORD <br />STREET." <br /> <br /> Ayes: Early, Holley, King, Smith, Wentz, Barnes <br /> Nays: None '' <br /> <br /> 74-204 "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $261,885 from the Capital Improvement Fund for the constructio] <br />of curbs, gutters, sidewalks, drainage and street improvements to City Park Avenue <br />between Portsmouth Boulevard and the railroad tracks at Clifford Street. The funding <br />of this project out of Revenue Sharing funds was authorized in the Planned Use Report <br />for Entittement~IV. This appropriation authorizes the expenditure of £he Revenue Sharing <br />funds for this project in the Capital Improvements Fund. <br /> <br /> I request authorization to award the low bid of $198,021 to Portsmouth Paving <br />Corporation for this project. The balance of the funds in the appropriation are for <br />contingencies, engineering and inspections." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance be approved <br />on first reading; contract be awarded to Portsmouth Paving Corporation, being low bidder, <br />and was adopted by the ~011owing vote: <br /> <br />:*AN ORDINANCE TO APPROPRIATE $g61,885 FROM~ THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR CURB, GUTTER, SIDE~K, DRAINAGE AN~ STREET IMPROVEMENTS TO CITY <br />PARK AVEWJE BETWEEN PORTSMOUTH BOULEVARD AND THE RAILROAD TRACK AT CLIFFORD <br />STREET." <br /> <br />Ayes: Early, HOlley', King, Smith~ Wentz, Barnes <br />Nays: None <br /> <br />74-205 - "An ornamental <br /> <br />park to be constructed at the northeast corner of Washington <br /> <br /> <br />
