June 25, 1~9.74' <br /> <br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for the <br />projects hereinafter set forth; and <br /> <br /> ~EREAS, there are no funds in the treasury of the City of Portsmouth applicable <br />to the payment of said expenses and the costs of said projects and it is, accordingly, <br />necessary to issue bonds of the City of Portsmouth in the sum of Seventy-three Thousand <br />and 00/100 ($75,000.) Dollars, for that purpose. <br /> <br />NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> i. Eot the purpose of providing funds for engineering services concerning improve~ <br />merits to Syer Road, Elmhurst Lane between Cherokee Lane and Portsmouth Boulevard, South <br />Street, Wilcox Avenue east of Elm Avenue, West Norfolk Road between Cedar Lane and <br />the West Norfolk Bridge and the Victory Boulevard drainage ditch at Francis Street; <br />and for the purpose of constructing a maintenance-concession building within the Park <br />View Conservation Project, there shall be issued Seventy-three Thousand and 00/100 <br />($?$,000.) Dollars of bonds of the City of Portsmouth to be known as General Obligation <br />Bonds pursuant to the provisions of Chapter 5 of Title 1S.t of the Code of Virginia, <br />1950, as amended, and the provisions of law applicable thereto. The said bonds shall <br />be serial bonds and shall be issued at one time and shall be in such form and of such <br />denomination as the Council shall direct. Each issue shall be payable not exceeding <br />forty (40) years from its date, and said bonds shall bear interest at a rate or rates <br />to be hereafter determined by the Council upon the sale of said bonds, providing that <br />the maximum rate of interest shall not exceed the maximum rate of interest authorized <br />by law at the time of the sale of said bonds. <br /> <br />2. This resolution shall take effect from the date of its passage." <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> ?4-262 - "Consideration of a resolution establishing a Grievance Policy recommsnded <br />by the City Manager to comply with Virginia Code, Section i5.1-?.1. <br /> <br /> This resolution adopts a policy to handle grievances of municipal employees under <br />the applicable Virginia law, which requires State approval by June 50, 1974." See City Manager's lette[ - pag~ 317 <br /> On motion of Mr. King ana seconaed by Mr. Smith, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION APPROVING, RATIFYING AND ADOPTING THE CITY OF PORTSMOUTH <br />GRIEVANCE POLICY AND AUTHORIZING THE CiTY ~iNAGER TO SUBMIT SUCH POLICY <br />TO THE DIRECTOR, DIVISION OF PERSONNEL FOR THE CO~ONWEALTH OF VIRGINIA. <br /> <br /> WHEREAS, Section 15.1-7.1 of the Code of Virginia, 1950, as amended, provides <br />that the governing body of every city which has more than fifteen employees shall establi <br />a grievance procedure for its employees to afford an immediate and fair method for <br />the resolution of disputes which may arise between such public employer and its employees <br />and <br /> <br /> WHEREAS, said section further provides that any such grievance procedure shall <br />conform to like procedures established by the Governor and shall be submitted to the <br />Director of the Division of Personnel of the Commonwealth of Virginia for approval; <br />and <br /> <br /> WHEREAS, the City Manager in performance of his duties as the administrative and <br />executive head of the municipal government of the City of Portsmouth, Virginia, has <br />~stablished a grievance policy to be designated the City of Portsmouth Grievance Policy. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City of Portsmouth Grievance Policy, as attached hereto, is hereby approved, <br />ratified and adopted. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth that the City <br />Manager is hereby authorized and directed to submit such~policy to the Director, Division <br />of Personnel for the Commonwealth of Virginia for approval." <br /> <br />.Ayes: Early, Hol!ey, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-263 "Consideration of a resolution authorizing and ~irecting the City Manager <br />to convey a parcel of City-owned property to PRHA (NashVille Avenue tract). <br /> <br /> This resolution directs the City Manager to convey, for the appraised price <br />established for the property, a parcel of land adjacent to PRHA maintenance center <br />which is needed for expansion of the maintenance operation.'' <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AND DIRECTING THE CITY ~NAGER TO CONVEY A PARCEL <br />OF CITY-O~ED PROPERTY TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY <br />(NASHVILLE AVENUE TRACT). <br /> <br />h <br /> <br /> <br />
