<br /> ~EREAS, the Council of the City of Portsmouth, Virginia, has determined that
<br />certain property hereinafter described, is surplus property and no longer required for
<br />City purposes; and
<br />
<br /> WHEREIS, the Portsmouth Redevelopment and Housing Authority desires to purchase
<br />the said property on terms and conditions which are acceptable to the City.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council 'of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is authorized and directed to convey the property
<br />hereinafter described to the Portsmouth Redevelopment and Housing Authority and to execut,
<br />all documents and complete all transactions incident to said conveyance.
<br />
<br /> Beginning at the northwest intersection of Randolph Street and Nashville
<br />Avenue; thence along the west side of Nashville Avenue North 4~20'East, 95.66'
<br />to a point; thence South 8Sq40' ~ast'40.O0' to an iron pin, said point being
<br />the point of beginning for the parcel herein conveyed; thence from said
<br />point of beginning North 8SO40' West 200.00' to an iron Pin; thence North
<br />Bi~20' East 190,00' to an iron pin in the line of Mount Olive'Cemetery;
<br />thence along the line of Mount Olive Cemetery S82°27'41'' East 160.2S'
<br />to an iron pin on the west side of Nashville Avenue where said street
<br />intersects the line of the Mount Olive Cemetery; thence continuing along
<br />the line of said cemetery South 79°22'14'' East, 40.24' to an iron pin;
<br />thence South 4~20' West 176.63' to an iron pin, said point being the
<br />Point of Beginning. Parcel c'on~ains 0.8~6 acres and is comprised of
<br />g~ts 1-6, part of Lot 7, part of Lots 12-19, Block 57, Prentis Park,
<br />and aportion of Nashville Avenue."

<br /> 74-275 - "Consideration of a resolution approving the Charter and By-Laws of South-
<br />eastern Tidewater Area Manpower Authority and authorizing the Mayor to execute an inter-
<br />jurisdictions agreement.
<br />
<br /> This will authorize the Mayor ~:~sign the agreement permitting Portsmouth to partici-
<br />pate in the'~iTideWater Area Manpower Program."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was
<br />adopted, and by the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A JOINT AGREEMENT WITH
<br /> NEIGHBORING CITIES AND COUNTIES CREATING THE SOUTHEASTERN TIDEWATER
<br /> AREA MANPOWER AUTHORITY.
<br />
<br /> WHEREAS, Section 15.i-21 of the Code of Virginia, 19S0, as amended, allows political
<br />subdivisions to enter into joint agreements; a~d
<br />
<br /> WHEREAS, the Council of the City of Portsmouth, Virginia, deems it necessary to
<br />enter into such agreement with the cities of Chesapeake, Franklin, Norfolk, Portsmouth,
<br />Suffolk, Virginia Beach and the counties of Isle of Wight and Southampton for the purpose
<br />of providing manpower services in accordance with the provisions of the Comprehensive
<br />Employment Training Act of 1975 (PL 93-203).
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the certain terms and conditions of a charter agreement and by-laws as attached
<br />hereto creating the Southeastern Tidewater Area Manpower Authority as a separate legal
<br />entity, is hereby approved.
<br />
<br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the Mayor is hereby authorized to execute on behalf of the City of Portsmouth, Virginia,
<br />said charter agreement and by-laws."
