335 <br /> <br />July 9, 1974 <br /> <br /> WHEREAS, Justice Lawrence W. I'Anson, a native and lifelong resident <br />of Portsmouth, has served the City of Portsmouth in many capacities including Commonwealt~ <br />Attorney and Judge of the Court of Hustings; and <br /> <br /> WHEREAS, Justice I'Anson's public service also includes sixteen distinguished <br />years i~ an Associate Justice of the Supreme Court of Virginia; and <br /> <br /> }~HF2~EAS, Justice I'Anson has made outstanding contributions to the civic life <br />of Portsmouth and State of Virginia, particularly in the areas of higher education, <br />philanthropy and the work of the organized bar; and <br /> <br /> WHEREAS, Justice I'Anson will shortly assume the position of Chief Justice of the <br />Supreme Court of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that this Council does hereby recognize and honor Justice Lawrence W. I'Anson for his <br />long record of distinguished public service and does express pleasure that so able and <br />honorable a man will continue to serve the citizens of this state as Chief Justice of <br />the Supreme Court of Virginia. <br /> <br /> BE IT FURTHER RESOLVED that this Council does hereby express the esteem and admiratio <br />which all citizens of Portsmouth hold for Justice I'Anson. <br /> <br /> BE IT FURTHER RESOLVED that this Council hereby expresses its congratulations and <br />best wishes to Justice I'Anson on this auspicious occasion. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and he hereby is, directed to cause <br />this resolution to be spread upon the minutes of this council and a duly attested copy, <br />suitably framed, be presented to Justice Lawrence W. I'Anson." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-307 - The following letter from the School Board was read: <br /> <br /> "At a Special Meeting on July 2, 1974, the Schoel Board of the City <br />adopted the following Resolution: <br /> <br />of Portsmouth <br /> <br />'~RESOL~D THAT: <br /> <br />The School Board of the City of Portsmouth request authority for the <br />City Council to apply for, receive and expend funds from State, Federal <br />and other agencies that are not presently budgeted.' " <br /> <br /> Motion of Mr~,qYentz and seconded by Mr. Barnes, that the request be granted, <br />adopted by the following vote: <br /> <br />was <br /> <br />Ayes: Barnes, Early, Elliott, Hotley, <br />Nays: None <br /> <br /> 74-308 - Motion of Mr. Barnes and seconded by Mr. <br />be adopted, was carried by the following vote: <br /> <br />Oast, Wentz, Davis <br /> <br /> Wentz, that the following resolutio~ <br /> <br /> '"WHEREAS, Sherelle Cary, Bruce Cole, Freida King and Terence Sykes, students at <br />Manor High School were selected to perform as members of the 1974 cast of "Youth On <br />Stage", a traveling troupe of Virginia High Students and sponsored by the Virginia Commis- <br />sion of the Arts and Humanities; and <br /> <br /> }FHEREAS, it is particularly fitting that the citizens of Portsmouth congratulate <br />each for their talent, initiative and accomplishment for the recognition brought to <br />the City of Portsmouth; and also the contribution made by them to the cultural envirenment <br />of the State of Virginia through their participation in this program. <br /> <br /> NOW, THEREFORE BE [T RESOLVED, that this Council extend to each its commendation <br />for such outstanding achievement in the music field. <br /> <br /> BE IT'FURTHER RESOLVED, that a copy of this resolution be spread <br />of the <br />Freida <br /> <br /> upon the minutes <br />Council and a copy of the resolution be presented to Sherelle Cary, Bruce Cole, <br />King and Terence Sykes on the night of their performance at the Manor High School." <br /> <br />Ayes: Barnes, Early, Blliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74~-~9 Motion of ~r.
