H. Blackwell, Jr., Chairman, Craney Island <br />Study Commission: <br /> <br /> "On May 14, 1974 the City Council referred the matter of the Craney Island Land <br />Fill Area to the Craney Island Study Commission to examine and report to the City Council <br />on it's impact on the economy of Portsmouth. Since the Craney Island Study Commission <br />has not been active since 1971, a question concerning the eligibility of the original <br />members arose. This was resolved on June 19, 1974 and the Study Commission has preceded <br />to investigate ~his matter. We have examined the report of the Virginia Port Authority <br />to the Govezn~rand to the General Assembly of V~rginia titled "Hamoton Roads Area Future <br />Dredge Disposal Site". We have received additional information fr~m the Corps of Engi- <br />neers and representatives of the Study Commission have met with Admiral Holmes of the <br />Virginia Port Authority and Mr. James Douglas of the Virginia Marine Resources Commission <br />to discuss this matter. <br /> <br /> In the initial report of the Craney Island Study Commission submitted to City Council <br />on July 13, 1971, the Study Commission recognized the urgent financial problems that faced <br />Portsmouth and further recognized the tremendous importance of the Craney Island Land Fill <br />Area to the future economic well being of the City.. We have reviewed our initial report <br />and find that the recommendations of this Commission made in 1971 are still valid. While <br />the report that I am submitting tonight is preliminary and we intend to go into this matte <br />in much greater depth, we offer the following recommendations for immediate action by the <br />City Council. <br /> <br />I. An engineering study of ~he uses which could be mad~ of the Crane¥ ~sland <br /> Land ~ill Area if filled to its present design heigtut ~tf.l~.5 feet above <br /> mean sea level should be made. <br /> <br /> 2. An engineering study of the uses of the Craney Island Land Fill Area if <br /> filled to the proposed height of 28 feet above mean sea level should be made. <br /> <br />3. A study of the economic value to the City of Portsmouth in terms of jobs <br /> and taxes based on the findings of the engineering study proposed in <br /> recommendation number one above should be made. <br /> <br /> <br />
