334 July 9, 1974 Substitute motion by Mr. investigate the fence closing adopted by unanimous vo~e. Holland, Sr., to speak., was adopted by unanimous vote. Mr. Holland spoke. 74-302 The following letter from Director of Planning was read: "At its regular monthly meeting on Jul)- 2, 1974, the City Planning Commission resolved to recommend closure of the following paper street, subject only to a possible reservation of drainage or other easements, if deemed necessary: S-74-9 Louisa Avenue from County Street north approximately 130 feet to the south right-of-way of the Seaboard Coast Line Railroad. Petition of Charles A. and Judith A. Langreder by Attorney Jerome P. Cart." Motion of Mr. Wentz and seconded by Mr. Barnes, to be referred to the for proper.handling, was adopted by unanimous vo~e. 74-303 - The following request to speak received £rom Edward A. Hara, Director, Public Relations Department, Broken Needles, was read: City Attorney Administrative "l am writing this letter to request an appearance before your next meeting on Culy 9, 1'974. I would like to bring to the floor my complaint against the city of Portsmonth for its refusal to issue the Broken Needles organization a permit to solicit funds in the city proper. Please inform me if you have the time avaitakle at your next meeting. I also need to know the address and time of the meeting. Should you desire personal correspondence I ~y be reached at 497-2980 or 499-7356." Mr. Ray Shorts spoke for Mr. Hara. As you may know, action was deferred on the recommendation pending a decision on the distribution of Entitlement V Funds.
