Chambers, Chairman, <br />Curbs & Gutters, American Legion, 2711 Peach Street, was read: <br /> <br /> "I <br />Legion <br /> <br />wish to speak at your next City Council meeting for William H. <br />~190 on curbs, gutters and street improvement." <br /> <br />Harrison American <br /> <br />Mr. Chambers spoke. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Holley, to be referred to the City Manager <br />for consideration under the curb and gutter program, was adopted by unanimous vote. <br /> <br /> 74-300 - The following request to speak~ received from Ms. The]ma V. P. Jones, <br />Chairman, Portsmouth Parents Club for Sickle Cell Anemia, was read: <br /> <br /> "The members <br />to you asking that <br />why we would like <br />us this month, we <br /> <br />of the Portsmouth Parents Club for Sickle Cell Anemia send this letter <br />Ms. Thelma Jones may speak to you at your next meeting, concerning <br />to have the month of July for sickle cell anemia. If the Mayor gmves <br />will end it on the same date the following month. <br /> <br /> With your help, we would be able to reach many people and talk to them concerning <br />this health problem." <br /> <br />Ms. Jones spoke. <br /> <br /> Mo~ion of Mr. Wentz and seconded by Mr. Holley, the matter to be referred to the <br />City Manager, was adopted by unanimous vote. <br /> <br />74-301 - The following letter received from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on July 2, 197~, the City Planning Commission <br />resolved to recommend closure of another portion of Southern Avenue in connection with <br />expansion of~ Portsmouth Marine Terminals at Pinners Point. <br /> <br />S-~4 -8 <br /> <br />Southern Avenue from its intersection with the center line of Page <br />Street, extended, six hundred and five (605) feet in a ~esterty <br />direction to a line approximately 75 feet east of the eastern <br />right-of-way of Hill Avenue. Petition of Portsmouth Marine Terminals, <br />Inc., by Attorney William McCardell. <br /> <br /> However, the Planning Commission also resolved to express'its concern over the <br />relationship between the expanding marine terminal and its need for modern automotive <br />freeway access. The Commission feels that the City of Portsmouth,must retain "air <br />rights" easements on all property over which portions of the Western Freeway (Route 164) <br />or the Harbor Drive Freeway (Route 58) may pass when a tube is added to the Midtown <br />Elizabeth River Tunnel and this complex joined to a new high-leveled bridge at West Mor- <br />folk. The Commission was rem~n~ed of its efforts in 1971 when City Council adopted <br />"CP-71-1B" with approval of the Virginia Ports Authority, the .Bortsmouth Port and Indus- <br />trial Commission and the Virginia Deoartment of Highways. The Commission is aware of <br />sentiment which states that terminal expansion pressures may become so greatas to preclude <br />construction of this segment of the Western Freeway and another tube at Midtown Tunnel, <br />a position which is deemed wholly unacceptable." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Wentz, to suspend the rules for Mr. Carl <br />Ward to speak, was adopted by unanimous vote. <br /> <br />Mr. Ward spoke. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Hotley, to be referred to the City Attorney <br />for proper handling. <br /> <br /> <br />
