Brown, is very concerned with the transportation needs of our city, as <br />well as for ~idewater as a whole. <br /> <br /> It is our understanding that in the near future City Council will take into con- <br />sideration the granting of City property to the State of Virginia for the use of a <br />Transportation Terminal located at 1-264 and Greenwood Drive. <br /> <br /> The Portsmouth Chamber feels that this property can be best utilized as a Transpor- <br />tation Terminal and thus become an important link for an operable mass transportation <br />network-for our area. <br /> <br /> Enclosed is a copy of a resolution concerning this subject adopted by our Executive <br />Committee on July 3, 1974." <br /> <br />Resolution: <br /> <br /> "It is recommended that the Portsmouth Chamber of Commerce Executive Committee, <br />acting for the Board of Directors, adopt the following resolution concerning construction <br />of the proposed 1-264 Transportation Terminal: <br /> <br /> 'The Federal Government and the State of Virginia have agreed to totally fund <br />construction of a Transportational Terminal to be-located on a five acre site near <br />designated 1-264 Greenwood Drive Interchange. <br /> <br />the <br /> <br /> In evaluating this property as a potential site for industry, the Chamber concludes <br />that: First, the property, a sanitary land fill, has very poor soil bearing properties <br />which would cause a considerable amount of unusual site preparation. Second, the signifi <br />cant increase in construction cost due to the poor soil conditions of the site would make <br />it unattractive to industrial.prospects. <br /> <br /> The Chamber also concludes that the proposed terminal, an integral link for a work- <br />able mass transportational network for the T~dewater Area, is an important factor in <br />industrial development because it will create a more mobile labor force. <br /> <br /> In addition, if this?project does not prove successful, ~he ownership of the propert <br />shall revert back to the city of Portsmouth. <br /> <br /> For these and other reasons the Portsmouth Chamber of Commerce feels the property <br />could be utilized more effectively for the proposed 1-264 Transportational-Terminal and <br />recmmmends that support for the construction of the proposed facility be approved.'" <br /> <br /> The following request to speak received from Charles W. Newton, III, Director~Public <br />and Urban Affairs, Portsmouth Chamber Of Commerce, was read: <br /> <br /> "I hereby request permission for a representative of the Portsmouth Chamber of <br />Commerce, Mr. C. Edward Russell, Jr., Vice President of Urban Affairs, to speak at the <br />July 9th City Council meeting for the purpose of discussing the proposed construction <br />of the 1-264 Transportational Terminal." <br /> <br />of <br /> <br /> Mr. Russell spoke. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Barnes, to concur in the recommendation <br />the City Manager, was adeg~ed by the following vo~e: <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, W~ntz, Davis <br /> Nays: None <br /> <br /> 74-294 - "Ordinance on first reading to amend Section 21-176 of the City Code <br />pertaining to concealed weapons permits. <br /> <br /> Section 21-176 of the City Code pertains to action by the Police Department upon <br />application for a permit to carry a concealed weapon. Sub-section B-3 of this section <br />is being amended to require police records of the applicant to be obtained from the <br />Central Criminal Records Exchange of Virginia rather than from the ~ederal Bureau of <br /> <br /> <br />
