<br /> 74-295 - "Ordinance on first reading to amend Section 18-3 of the City Code relating
<br />to reports of transactions filed by Junk dealers.

<br /> Section 18-3 of the City Code requires that junk dealers make a report to the
<br />Police Department of goods bought or received. The date of birth of ~he person selling
<br />or delivering to the dealer is being added to other information required so as to
<br />establish age of such persons for more positive identification."

<br /> 74-296 "The attached ordinance is submitted and I recommend it be placed
<br />on first reading. This appropriates $212,500 in the General Fund for the Public Service
<br />Employment Program. The funds included in this appropriation have been authorized
<br />by the U. S. Department Of Labor as the City of Portsmouth's allocation under the Compre-
<br />hensive Employment and Training Act.
<br />
<br /> The purpose of this program is to provide unemployed and underemployed persons
<br />from areas of high,unemployment within the City with transitional employment in jobs
<br />providing needed public services. The objective of the Public Service Employment Program
<br />is to enable the participants to move from this program into unsubsidized full-time
<br />jobs in the public or private sector. Based on the U. S. Department of Labor's criteria,
<br />there are 23 census tracts in the City of Portsmouth which are eligible for participation
<br />in this program."
