This appropriates $1,020,230 from the Capital <br />Improvement Fund for the installation of sanitary sewers and the construction of pumping <br />stations in the North Siesta Gardens and the Hatton Point Subdivisions. <br /> <br /> Included in these funds is $734,016 for the Hatton Point Subdivision and $286,214 <br />for the North Siesta Gardens Subdivision. The total cost of the sewers, pumping stations, <br />engineering, inspections and contingencies is $1,065,230, of which $45,000 was previously <br />appropriated for engineering design. <br /> <br /> At your June 11 meeting, authorization was granted for award of contracts to the <br />low bidders and you directed the City Manager to execute these contracts. The above <br />projects were included in the December 1, I973 Public Utility Bond Issue and unallocated <br />bond proceeds from that issue will be used to fund this appropriation." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Holley, the following ordinance was ap- <br />proved on first reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $1,020,230 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUMD FOR CONSTRUCTION OF SANITARY SEWERS AND PU~P STATIONS FOR NORTH SIESTA <br /> GARDENS AND HATTON POINT." <br /> <br />Ayes; Barnes, Early, Elliott, Holley, Cast, Wentz, Davis <br />Nays: None <br /> <br /> 74-287 "Consideration of authorizing the City Assessor to refund $6.57 in real <br />estate taxes. <br /> <br /> This refund is for property located at 33 Dahlgren Avenue, Lot 17, Block 21, <br />Cradock, and includes $2.19 per year for 1971-72, 1972-73 and 1973-74." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Holley, that authorization be granted to <br />refund $6.57 in real estate taxes, was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-288 - "The attached ordinance is submitted for your consideration and I recommend <br />that it be placed on first reading. This appropriates $152,015 in the Federal Grants <br />Fund for the implementation of a Standards and Goals Developmental Program. <br /> <br /> The funds will be used by the Police Department for implementation of applicahle <br />standards and goals developed by the National Advisor)' Commission on Criminal Justice <br />Standards and Goals. <br /> <br /> The $152,015 appropriation includes $136,813 in Federal funds and $15,202 of local <br />funds required for implementation of the program. The local funds were appropriated <br />in the 1974-75 General Operating Budget for the Police Department." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Oast, the following ordinance was ap- <br />proved on first reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $152,C15 FROM rHE FEDERAL GRANTS FUND FOR THE <br /> IMPLEMENTATION OF A STANDARDS AND GOALS DEVELOPMENTAL PROGRA24 FOR THE <br /> POLICE DEPARTMENT." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-289 - "Ordinance on first reading to appropriate $60,000 in the Federal Grants <br />Fund fcc the second year funding of the Community Planning and Management Program. <br /> <br /> The purpose of this program is to strengthen the decision-making capabilities at <br />all levels of City Government. The total amount of this grant is $90,000, with $60,000 <br />from Federal HUD ?01. The matter <br />has been discussed with Mr. Neal Tackney, Virginian-Pilot Circulation Manager, and <br />with Mr. Leightner of the newspaper staff. Mr. Tackney has discussed the problem with <br />Mr. Marvin Clements, Circulation Manager for the Ledger-Star, as well as Mr. Ragan, <br />Pilot Manager in Portsmouth. AIl of these officials have expressed genuine concern <br /> <br /> <br />
