Myers, Jr., Assistant <br />City Manager for Operations, D. R. Hagemeister, Acting City Attorney. <br /> <br />The Rev. Rhodes M. Artz, Pastor, Park View Christian Church, opened the meeting <br />prayer, followed bY the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all citizens in attendance. <br /> <br /> Minfit~s"of June 25, 1974 and July 1, 1974, meetings approved as submitted by <br />unanimous <br /> <br /> 74-282 Presentation of Certificate of Recognition to Thomas Edward Bennett, <br />Eagle Scout, was deferred. <br /> <br /> 74-283 Mr. H. H. Shiner, Jr., State Chairman of MFOA, presented the Certificate <br />of Conf'ormance to Roy W. Cherry, City Comptroller, Portsmouth, Virginia. <br /> <br /> 74-283(a) - Motion by Mr. Wentz and seconded by Mr. <br />Mr. William H. Blackwell, Chairman, Craney Island Study <br />by unanimous vote. <br /> <br /> Early, to suspend the rules for <br />Commission, to speak, was adopted <br /> <br /> Mr. Blackwell presented an interim report regarding recommendations by Craney Island <br />Study Commission. He further stated a final report will be presented at a later date. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. <br />of the ordinance adopted February 25, 1969 be <br />as amended, was adopted by the following vote: <br /> Ayes: Barnes, Early, Elliott, <br /> Nays: None <br /> <br />Wentz, that the last sentence in Section 1 <br />deleted, ~. ord.~e: ~b~-~d~o~ f~r~ <br /> read& <br />Holley, Oast, Wentz, Davis <br /> <br /> The following agenda items were presented by Assistant City Manager Williams and <br />Assistant City Manager Myers: <br /> <br /> 74-284 -'Ordinance on first reading to appropriate $85,000 from the Capital Imorove- <br />ment Fund for repairs to the Paradise Creek Bridge at Victory Boulevard. <br /> <br /> _he-allurements, pier stems and railings on this~ bridge need repair in order~to <br />meet Virgnia Department of Highways inspection criteria. We were advised several years <br />ago by the Virginia State Department of Highwav.s Bridge Engineer that th~s bridge mus~t <br />be repaired in order to meet State standB%ds. 'The total cost of the repairs is <br />of which $125,000 was previously appropriate'd. Request motion authorizing and directing <br />the City Manager to award contract to the low bidder." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Holley, the following ordinance was ap~ <br />proved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $85,000 FROM <br />FUND FOR REPAIRS TO AND REBUILDING OF THE <br />BOULEVARD." <br /> <br />THE GENERAL CAPITAl IMPROVEMENT <br />PARADISE CREEK BRIDGE ON VICTORY <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Barnes, that the City Manager be authorized <br />to award contract to low bidder, was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-285 "Ordinance on first reading to appropriate $3,535 from the Federal Grants <br />Fund for a grant received from the U. S. Office of Education, Drug Education Center. <br /> <br /> This appropriation will provide the funds to train a team of persons for two weeks <br />by the U. S. Office of Education, Drug Education Center, in methods of developing and <br />establishing educationsl m~terials and programs for prevention of drug abnse. The funds <br />included in this grant are 100% Federal funds and there are no local funds, either hard <br />cash or in-kind involved." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following ordinance was ap- <br />proved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,535 FROM THE FEDERAL GRANTS FUND FOR THE <br />TRAINING OF I~TAL HEALTH PERSONNEL BY THE UNITED STATES OFFICE OF EDUCATION <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> <br />
