<br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was ap-
<br />proved on first reading, and by the following vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />By AMENDING SECTION 23~13 THEREOF PERTAINING TO THE PROHIBIT'~QN OF MOTOR
<br />TRUCKS FROM USING CERTAIN CITY STREETS."

<br /> 74-316 "Consideration of a resolution declaring the intent of the City of Ports-
<br />mouth to build an addition to the Public Health Department building at Crawford Parkway
<br />and Effingham Street."

<br /> In order to receive Hill-Burton funds for this construction,
<br />Council pass a resolution stating that the addition is to be built
<br />of local funds to match Federal monies."

<br /> The following letter received from The Honorable L. tV. I'Anson, President, Beazley
<br />Foundation, Inc., was presented:

<br /> "I am happy to confirm the fact that the Beazley Foundation, Inc. will make a gift
<br />to the City of Portsmouth in an amount up to $30,000 and equal to the amount the City is
<br />able to obtain through the Hill-Burton Program for the express purpose of adding to the
<br />City's Public Health Center located at the intersectiQn of Effingham Street and Crawford
<br />Parkway here in the city.

<br /> The Trustees of the Foundation are
<br />this time, and we shall look forward to
<br />obtained matching funds from the Federal

<br />"A RESOLUTION CERTIFYING THE COMMITMENT OF THE CITY OF PORTS~{OUTH TO CONSTRUCT
<br />AN ADDITION TO THE PUBLIC HEALTH CENTER AT CRAWFORD PARKWAY AND EFEINGHAM STREET.
<br />
<br /> WHEREAS, the Virginia Advisory Hospital Council has awarded a grant of $30,000.
<br />of Federal funds for use in construction of a proposed addition to the Portsmouth Public
<br />Health Center, located at Crawford Parkway and Effingham Street; and
<br />
<br /> ~]iEREAS, one of the conditions precedent to receipt of said grant is evidence
<br />that the City of Portsmouth intends to match the amount of said grant from local funds;
<br />and
<br />
<br /> ~EREAS, the Council finds that the construction of the proposed addition to the
<br />Portsmouth Public Health Center is necessary in order to continue to provide quality
<br />health services to the citizens of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council Of the City of Portsmouth, Virginia,
<br />that it does hereby certify that local funds in the amount of $30,000. are committed
<br />for the construction of the proposed addition to the Portsmouth Public Health Center
<br />located at Crawford Parkway and Effingham Street, to match those grant funds awarded
<br />by the Virginia Advisory Hospital Council.
<br />
<br /> BE IT FURTHER RESOLVED that the Director of the Public Health Department of the
<br />City of Portsmouth, Virginia is authorized to communicate this commitment of local funds
<br />to the appropriate authorities."

<br /> 74-31~ "Ordinance on first reading to amend the City Code Section 37-66 pertaining
<br />to rates of fare chargeable by taxicab drivers.
<br />
<br /> This amendment changes the rates of fare chargeable by taxicab drivers from 60¢ for
<br />the first 1/5 mile or fraction thereof to 801 for the first 1/5 mile or fraction thereof.
<br />All other rates as set forth in the Ordinance will remain unchanged."
<br />
