<br />At a regular meeting of the City Council, held on July 23, 1974, there wore present:

<br />Edward L. Oast, Jr., Phin Horton, City Manager, R. T. Williams, Assistant City
<br />Manager for Finance & Staff Services, H. M. Myers, Jr., Assistant City Manager
<br />for Operations, D. R. Hagemeister, Acting City Attorney.
<br />Absent: Jack P. Earnest; Robert W. Wentz, Jr.
<br />The Rev. Robert F. Ruth, Pastor, Holy Angels Catholic Church, opened the meeting
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all citizens in attendance.
<br />
<br /> Motion of Mr. Early and seconded by Mr. Elliott, that the minutes to be
<br />corrected under Item 74-284 "The total cost of re~airs is $210,000 instead
<br />was adopted by unanimous vote.

<br /> 74-311 Mayor Davis presented the "Key to the City" to Miss Jan Powe~l, Miss Ports-
<br />mouth of 1974, and congratulated her on obtaining the title of "Second-Runner-Up" in the
<br />Miss Virginia Pageant held in Roanoke, Virginia on July 13, 1974.
<br />
<br /> Miss Powelt responded by thanking the City Council for thei~ support and for the
<br />flowers and telegram sent to her in Roanoke.
<br />
<br />The following agenda items wereppresented by the City Manager:
<br />
<br /> 74-312 "Ordinance on first reading to appropriate $16,500 from the Capital
<br />Improvements Fund for the City's share of off-site storm drainage occurring at Towne
<br />Point Apartments, Peachtree Apartments and Churchland West Subdivision.
<br />
<br /> This appropriation will provide the funds for the City's share of off-site drainage
<br />in accordanae with the Subdivision Ordinance."
<br />
<br /> On motion of Mr. Holley and seconded by Mr. Early, the following ordinance was ap-
<br />proved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $16,500 FROM THE GENERAL CAPITAl IMPROVEMENT
<br />FUND FOR THE CONSTRUCTION OF OFF-SITE STORM DRAINAGE FACILITIES AT TOWNE
<br />POINT APARTMENTS, PEACHTREE APARTMENTS AND CHURCHLAND WEST SUBDIVISION."
<br />

<br /> 74-313 - "Ordinance on first reading to appropriate
<br />Fund for the establishment of a VISTA/ACTION (Volunteers
<br />Cooperative Volunteer Program.
<br />
<br />$11,350 from the Federal Grants
<br />in Service to America/ACTION)
<br />
<br /> This appropriation will provide the funds for the emplgyment of a Preject Director
<br />to coordinate volunteers working with eight public and private City agencies in the areas
<br />of education, planning, outreach, recreation, job development and counseling, Total
<br />salary for the Project Director is 100% Federal funds. The City's share is ~850 in fringe
<br />benefits already appropriated in the Department of Social Services budget."

<br /> On motion of Mr. Hotley and seconded by Mr. Early, the following~ordinance was
<br />approved on first reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $11,350 FROM THE FEDERAL GRANTS FUND FOR THE
<br />ESTABLISHMENT OF A VISTA/ACTION COOPERATIVE VOLUNTEER PROGRAM."

<br /> 74-315 - "Ordinance on first reading to amend the City Code to prohibit truck traffic
<br />on Harvey Street north of Arthur Street.
<br />
<br /> This section of Harvey Street is being surface-treated at the request of residents
<br />in the area. This street has insufficient base material to support truck traffic.
<br />Harvey Street is not a connector street and should kave limited usage."
