355 <br /> <br />AugUst 13, 1974 <br /> <br /> The following report from the City Manager was read: <br />74-223 , "At the request of City Council, members of my staff are studying the <br />ordinances which cover the operation of taxicabs within the City. Section 37~gS'~ative <br /> to designation of parking places fo~ the taxicabs is being given careful study and <br />a meeting has been set up with the~taxicab owners to discuss locations and assignments <br />of parking places. Transfer of Certificates of Public Conveyance and Necessity issued <br />to the cab owners along with some other sections of the ordinance are to be discussed <br />also at this meeting. <br /> <br /> The Chief of Police has recently established within his department the position <br />of Cab Inspector -to assure compliance by owners, operators and drivers to the conditions, <br />regulations and restrictions provided for under Chapter 3~ of the City Code. The duty <br />of cab inspection has been assigned to Lt. White who has been recently making inspections <br />of taxicabs and working with the owners in an effort to see that Articles I, II and <br />III of Chapter 37 are complied with. <br /> <br /> I plan to report again.to Council on this matter and recommend changes to the present <br />ordinance following completion of our study and meeting, with the cab owners." <br /> <br /> Motion of I4r. Wentz and seconded by Mr. Holley, to be received as information, was <br />adopted by unanimous vote.' · <br /> <br /> 74-295 - The following report from the City Manager was presented: <br /> <br /> "At a recent meeting of the Council, I was requested to report on the condition <br />of junkyards within the City. An inspection of five yards within the City has been <br />completed by the Department of Building Inspection. I am attaching hereto a copy of <br />the Director's report on these inspections." <br /> <br />"RTTACHMEN] <br /> <br />PORTSMOUTH IRON & METAL COMPANY <br />2401 Turnpiie Road <br /> <br /> This business has just been sold to the owners of Virginia Iron and Metal Company. <br />On July 30, 1974, an inspection of this property was made and it was found in compliance <br />with the Use Permit provisions of the Zoning Ordinance. <br /> <br />CURTIS COAN AIRCRAFT PARTS COMPANY <br />Peninsula & Seaboard Coast Line Railroad <br /> <br /> This yard at the south end of Peninsula Avenue has a Use Permit and is in compliance <br />with the Zoning Ordinance. <br /> <br />VIRGINIA IRON AND METAL COMPANY <br />2430 Turnpike Road <br /> <br /> The property on which this business is located has been acquired or is in the process <br />of being acquired by the Portsmouth Redevelopment and Housing Authority. Mr. Eilberg, <br />Manager of this business, is in the process of moving the business down the street to <br />the location of Portsmouth Iron and Metal Company. <br /> <br /> An inspection of this property on July 30, 1974 found the businass to be in violation <br />of the Zoning Ordinance. Storage of junk vehicles and other junkyard activities are <br />being carried on outside of the confines of the designated area that is specified in <br />the Use Permit for the junkyard business. <br /> <br /> The Management claims that due to the pending move of the junkyard, processing <br />of vehicles was not taking place; consequently, the overflow out of the yard. They <br />were instructed to remove all junk and vehicles outside of the yard by the end of the <br />week ending August 2. Since this was not done, summons have been issued. <br /> <br /> This business has caused some problem in the past; however, the owners have been <br />cooperative when violation or potential violations have been pointed out to them. <br /> <br />JR4ERICAN IRON ANI) METAL COMPANY <br />2529 Turnpike Road <br /> <br /> This business is being conducted legally and in accordance with the Use <br />that was granted Mr. Joseph Jacobson to operate a Ounkyard at this location. <br /> <br />~MBRICAN IRON AND METAL COMPANY <br />Mr. Joseph Jacobson <br />Harbor Drive and Belt Line Railroad <br /> <br />Permit <br /> <br /> Mr. Jacobson was issued a Use Permit dated June 9, 1956 subject to conditions set <br />forth in the document. The permit was issued by City Council to operate a junkyard <br />on a parcel of land owned by the Norfolk and Portsmouth Belt Line Railroad Company. <br /> <br /> It appears that a fire occurred on the premises on March 18, 1966. On December <br />5, 1966, petitioner's attorney advised the City Manager "that no inflammable or combustibl <br />materials will be stored, placed or caused to be stored or placed" on the premises. <br />At the Council meeting of December 27, 1966, the City Manager recommended that the Use <br />Permit be continued subject to petitioner complying with the stipulations outlined in <br /> <br /> <br />
