354 <br /> <br /> The Police Department is in the process of establishing a Chaplain Bureau staffed <br />by area clergymen. The roll of the Chaplain Bureau will be to provide confidential, <br />spiritual and emotional service to members of the department, their families, and the <br />community. This project is being staffed by six Chaplains, all volunteers, who expect <br />to be completely operational by September, 1974. <br /> <br /> A Steering Committee on Standards and Goals was formed in December of 1973 with <br />a primary function of serving as an advisory group to the Police Chief and implementing <br />recommended standards and goals for the department. This diverse committee contains <br />two representatives from the community. These community representatives were selected <br />by their own groups and not by members of the Police Department. One member represents <br />the Central Civic Forum and the other represents the Federation of Civic Leagues. The <br />Chairman of the Civil Service Commission is also a member of the Steering Committee and <br /> <br />represents the community by the nature of his position. <br /> <br /> In connection with our High Incidence Target Program, <br />the Criminal Justice Advisory Council now in existence in <br />to include several additional citizens for the purpose of <br />and performance of the HIT Program. <br /> <br />which was recently initiated, <br />the City is to be expanded <br />reviewing and analyzing plans <br /> <br /> Also, under this program, the Community Awareness section provides four civilians, <br />hired as Community Service Officers, to patrol the Dale Homes section of our City. This <br />is a model project, and at this point the program has been very successful.
