353 <br /> <br />August 13, 1974 <br /> <br /> Motion of Mr. Early.and seconded by Mr. Wentz, that the cable television franchise <br />be awarded to Cox Cable of Portsmouth, Inc., as recommended by the Cable Television Study <br />Commission, was adopted by the following vote: <br /> <br /> Ayes: <br /> Nays: <br />Abstaining: <br /> <br />Early, Elliott, Oast, Wentz <br />None <br />Barnes, Holley, Davis <br /> <br /> Motion of Mr. Oast and seconded by Mr. Wentz, if resolution necessar~ that the Study <br />Commission not be disckarged and be retained as a continuing body in an advisory and <br />supervisory basis under the franchise, to be approved, was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br />Abstaining: Holley <br /> <br /> 74-346 "Consideration of a resolution authorizing the Virginia Port Authority to <br />expend funds from surplus revenues £o'r capital improvements at the Po~tsm6uth Marine <br />Terminal. <br /> <br /> The Virginia Port Authority has requested by resolution to expend 6666,670 for <br />capital improvements at Portsmouth Marine Terminal. This resolution authorizes $310,000 <br />for the 5.6 acres known as the ACk Storage Area to be backfilled and paved to provide <br />trailer parking for container chassis." ~ <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION TO AUTHORIZE THE VIRGINIA PORT AUTHORITY TO EXPEND FUN~S <br />FROM SURPLUS REVENUES FOR CAPITAL IMPROVEMENTS AT THE PORTSMOUTH MARINE <br />TERMINAL. <br /> <br /> }~EREAS, the Virginia Port Authority has requested authorization from Portsmouth <br />City Council to expend funds for certain capital improvements to the Portsmouth Marine <br />Terminal; and <br /> <br /> WHEREAS,'the Virginia Port Authority is required by the Port Unification Agreement <br />to obtain consent from City Council before making such expenditures; and <br /> <br /> WHEREAS, the expenditures to be made will be funded from surplus revenue generated <br />by the Portsmouth Marine Terminal; and <br /> <br /> WHEREAS, Portsmouth City Council after duly considering the contemplated improvements <br />is of the opinion that such improvements are necessary and prudent investments. <br /> <br /> NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it approves the expenditure of Three Hundred Ten Thousand and 00/100 ($310,000.) <br />Dollars for improvements to the ACL Storage Area, as contemplated by Virginia Port Authori <br />Resolution 74-15 of May I5~, Iff7~."~ <br /> <br /> Ayes: <br /> Nays: <br />Abstaining¥ <br /> <br />Barnes, Early, Elliott, Oast, Wentz, <br />None <br />Holley <br /> <br />Davis <br /> <br /> 74-347 - "The Portsmouth Police Department has consistently strived to meet objectiw <br />of crime prevention in whatever way possible. One direction that has been pursued to <br />accomplish these ends has been citizen involvement and participation in crime prevention. <br />This includes utilizing voluntary manpower, cooperation of commercial and private vehicle~ <br />with radios, block security programs, identification of property programs, referral servic <br />and concerned citizens programs. ~ <br /> <br /> Operation IdentificatiOn has been in existence for some time; however, we are making <br />every attempt to get more citizens involved. We have an etching tool available for ci~ <br />use, decals for doors and windows which indicate that valuables in the residence have <br />been marked. <br /> <br /> The Concerned Citizens Program is an effort to get the citizenry aware of their surge <br />roundings and give them the opportunity to remain anonymous in their reporting of crime. <br />Citizens submit an application and, upon approval, receive a Concerned Citizen membership <br />card containing a special number to call for crime reporting. It is hoped that through <br />this program citizens will open their eyes and ears to criminal or suspicious activity <br />that they once shied away from. The program should also increase the likelihood that <br />once a person observes a criminal or suspicious activity, he or she will report it to <br />the'Polic~ since the concerned citizens' anonymity will be respected and his or her call <br />witl receive prompt attention. <br /> <br /> Within our communities, we are attempting to institute a Neighborhood Watch Program. <br />This program is designed to organize neighborhoods so that each neighbor will be concerned <br />about their other neighbors. The Cradock Citizens Protective Patrol was organized under <br />this program. Many incidents involving the citizens patrol were noted in the weekly re- <br />ports from this area. <br /> <br /> <br />
