<br /> WHEREAS, the City of Portsmouth now proposes to construct an industrial access road
<br />located between the property now or formerly belonging to the Terminal Warehouse Corporat
<br />and the right of way of the Seaboard Coast Line Railroad Company as shown on the plat
<br />entitled "Plat Showing Property Acquired By Shared Services Laundry" dated August 2, 1974~
<br />and prepared by the City of Portsmouth Department of Engineering, a copy of which plat is~
<br />attached hereto and expressly made a part hereof; and
<br /> WHEREAS, the City is willing to do what is necessary on its part to construct the saz
<br />industrial access road.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />tha~t the State Highway Commission is requested to participate in the construction of an
<br />industrial access road, pursuant to section 33.1-221 of the Code of Virginia, 1950, which
<br />said road will be located between the property now or formerly owned by the Terminal
<br />Warehouse Corporation and the right of way line of the Seaboard Coast Line Railroad Compa]
<br />as shown on the attached plat.
<br />
<br />IT FURTHER RESOLVED that the City of Portsmouth agrees:
<br />
<br />To furnish the necessary right of way, or to acquire such right
<br />of way by purchase using funds, other than industrial access funds,
<br />available to it from its general revenues;
<br />
<br />To adjust any utilities located within the proposed right of way
<br />at no cost to the state; and
<br />
<br /> To reconstruct, maintain and improve the proposed industrial access
<br /> road after the same has been constructed in the same manner as other
<br /> streets?andt~oads in the City are reconstructed, maintained and
<br /> improved.
<br />
<br /> BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to each member
<br />of the State Highway Commission."

<br /> 74-344 "Consideration of a resolution authorizing the City Manager
<br />owned property to Mid-Atlantic Leasing Corporation.
<br />
<br />to lease City-
<br />
<br /> The City proposes to lease certain vacant lots to Mid-Atlantic Leasing Corporation
<br />in ~the Pinners Point area. Mid-Atlantic will use the property for storage of imported
<br />automobiles."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the following resolution was
<br />adopted, and by ~he following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE CITY ~NAGER TO LEASE CITY-OWNED PROPERTY
<br /> TO MID-ATLANTIC LEASING CORPORATION.
<br />
<br /> WHEREAS, Mid-Atlantic Leasing Corporation desires to lease, for a term of one (1) ye
<br />that portion of the property owned by the City of Portsmouth which is located between Wes
<br />ley Street and Southern Avenue, know~ as portions of parcels 1 and 15 as designated on
<br />tax map 100 of the records of the City Assessor of the City of Portsmouth, Virginia, for
<br /> the purpose of storage of ship/truck type containers and trucking incidental to the use
<br />and leasing of said containers; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that it would be to
<br />the interest of the City to lease said premises for the purposes provided above.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the terms and conditions of that certain lease agreement, as attached hereto, betwe~
<br />Mid-Atlantic Leasing Corporation and the City of Portsmouth are hereby approved.
<br />
<br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that the
<br />City Manager~ be, and he hereby is authorized and directed to execute all documents and co~
<br />all transactions incident to said agreement."

<br /> 74-345 - The report of the Cable Television Study Commission was~submitted by
<br />Chairman, D. R. Hagemeister, and the following recommendation was made:
<br />

<br /> "The commission has concluded that while cable television will not be a source of
<br />substantial revenue to the city, it can provide valuable services to the community. Thes~
<br />services should prove beneficial to Portsmouth and make it a better place to live. The
<br />commission feels that, considered as a whole, the Cox bid is a quality proposal and is
<br />wellrsuited to the needs of the community. Accordingly, the commission recommends that
<br />the bid ~bmit~ed by Cox Cable of Portsmouth, Inc., be accepted and that the City Council
<br />grant the franchise to the applicant."
