All funds in this appropriation are <br />Federal." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was <br />proved on first reading, and bY the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,570 FROM THE FEDERAL GRANTS FUND FOR TIlE <br />RECREATION SUPPORT PROGRAM UNDER TITLE III OF THE CONPREHENSIVE BqPLO~dENT <br />TRAINING ACT." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-334 "Ordinance on first reading to appropriate $29,508 in the General Fund for <br />the purchase of books and equipment for the Portsmouth Public Library. <br /> <br /> This appropriation is the State Aid Allotment for the Portsmouth Public Library <br />for fiscal year 1974-75. A~ funds in this appropriation are State funds. ' <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was ap- <br />proved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $29,508 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF BOOKS AND EQUIPMENT FOR THE PORTSMOUTH PUBLIC LIBRARY." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, WEntz, Davis <br />Nays: None <br /> <br /> 74-335 "The attached ordinance is submitted for your consideration and I recommend <br />that it be placed on first reading. This appropriates a total of $59,058 in the Federal <br />Grants Fund reflecting on an individual basis the following: <br /> <br />(i) <br /> <br />$23,157 for the continuation of the Jail Work Release <br />Program. The program provides the courts an alternative <br />to total incarceration and has proven of benefit in <br />preparing inmates of the City Jail for release back <br />into the community as productive members. <br /> <br />(z) <br /> <br />$19,647 for the continuation of the Information and <br />Education Program in the City Jail. The program <br />provides a revolving library for inmates in addition <br />to basic education and G.E.D. preparatory programs. <br /> <br />(3) <br /> <br />$16,254 for advanced training for the Police Department <br />in a variety of law enforcement areas. Advanced training <br />in management, investigation, operations, crime prevention, <br />planning and narcotics are included in this program. <br /> <br /> The local share for the three grants is $4,559 and this amount has been appropriated <br />in the General Fund for 1974-75 in the category of Federal Grants." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was ap- <br />proved on first reading, and by ~he fOllowing vote: <br /> <br />',AN ORDINANCE TO APPROPRIATE $59,058 FROMTTHE FEDERAL GRANTS F~N~DF~RYlTHE <br />CONTINUEB FUN~ING OF THE JAIL WORK REL~ISE PROGRAM; FOR THE CONTINUED <br />FUNDING OF THE JAIL INFORMATION AND EDUCATION SERVICE; AND FOR ADVANCED <br />TRAINING FOR POLICE OFFICERS." <br /> <br /> Ayes: Barnes, Earlx, Elliott, 0asr Wentz, Davis <br /> Nays: NOne <br /> Abstaining: Holley <br /> Dr. Holley entered Chamber at 7:15 p;~., prior to vote on the above item; requested <br />not to vote or take part as agenda not left at home~and just returned to the city. <br /> <br /> <br />
