36O <br /> <br />August 27, 1974 <br /> <br />"A RESOLUTION AUTHORIZING THE ISSUANCE OF $136,500. OF BONDS OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, TO B£ KNOWN AS GENERAL OBLIGATION BONDS FOR THE <br />PURPOSE OF PROVIDING FUNDS FOR RECONSTRUCTION OF THE PARADISE CREEK BRIDGE <br />ON VICTORY BOULEVARD AND CONSTRUCTION OF OFFSITE DRAINAGE FACILITIES ALONG <br />RIVER SHORE ROAD NEAR SOUTHAMPTON SUBDIVISION. <br /> <br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for the <br />various projects as hereinafter set forth; and <br /> <br /> WHEREAS, there are no funds in the treasury of the City of Portsmouth applicable <br />to the payment of the said expenses and the costs of said projects and it is, accordingly <br />necessary to issue bonds of the City in the sum of One Hundred Thirty-six Thousand, <br />Five Hundred and 00/100 ($136,500.) Dollars for that purpose. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />Section 1. For the purpose of providing funds for reconstruction of the Paradise Creek <br />Bridge on Victory Boulevard and construction of offsite drainage facilities along River <br />Shore Road near Southampton Subdivision, there shall be issued One Hundred Thirty-six <br />Thousand, Five Hundred and 00/100 (S136,500.) Dollars of bonds of the City of Portsmouth <br />to be known as General Obligation Bonds pursuant to the provisions of Chapter S of Title <br />15.1 of the Code of Virginia, 1950, and other provisions of law applicable thereto. <br />The said bonds shall be serial bonds and shall be issued at one time and shall be in <br />such form and of such denomination as the Council shall direct. Each issue shall be <br />payable not exceeding forty years from its date and said bonds shall bear interest at <br />a rate or rates to be hereafter determined by the Council upon the sale of said bonds, <br />providing that the maximum rate of interest shall not exceed the maximum rate of interest <br />authorized by law at the time of the sale of said bonds. <br /> <br />Section 2. This resolution shall take effect from its passage." <br /> <br />for <br /> <br />Ayes: Early, Elliott, Holley, east, Wentz, Davis <br />Nays: None <br /> <br /> ?4-365 - "Consideration of a resolution requesting the General Assembly to provide <br />an increase in the basic salaries of Circuit Court Judges of the City of Portsmouth. <br /> <br /> Judges of the Circuit Court are authorized to receive salaries shhstantially larger <br />than they presently receive. This resolution provides that the State be requested to <br />alter its basic salaries, which are matched with City funds, to one-half of the total <br />salary authorized by law. The City Manager recommends adoption of the resolution.': <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following resolution was <br />adopted, and by the following vote: <br /> <br />"RESOLUTION REQUESTING THE GENERAL ASSEMBLY TO PROVIDE FOR AN iNCREASE IN THE <br />BASIC SALARIES FOR CIRCUIT COURT JUDGES OF THE CITY OF PORTSMOUTH. <br /> <br />the Council of the City of Portsmouth, Virginia, is in receipt of a <br /> City <br /> <br /> WHEREAS, <br />request for an increase in the salary supplements for Circuit Court Judges of the <br />of Portsmouth; and <br /> <br /> WHEREAS, it is the sense of the Council that an increase in basic salaries for <br />Circuit Court Judges would be in the best interest of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, <br />that the City Clerk be, and he hereby is, authorized and directed to communicate a reques <br />for an increase in the basic salaries of Circuit Court Judges of the City of Portsmouth <br />to the General Assembly of the Commonwealth of Virginia, through the Virginia Municipal <br />League. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and he hereby is, authorized and <br />directed to provide certified copies of this resolution to the Judges of the Circuit <br />Court of the City of Portsmouth." <br /> <br /> Ayes: Early, Holley, Oast, Wentz, Davis <br /> Nays: Elliott <br /> <br /> 74-366 - "Consideration of a.resolution authorizing and directing the City Manager <br />to prepare a position classification and pay plan for the Commonwealth Attorney's office <br />and to submit such plan to?the State Compensation Board. <br /> <br /> This resolution authorizes and directs the City Manager to prepare a comprehensive <br />position classification and pay plan for the professional staff of the Commonwealth <br />~ttorney's office and to submit the plan to the State Compensation Board to provide the <br />State's share of the salaries envisioned in the plan. The City Manager recommends adop~ie <br />of the resolution." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AND DIRECTING THE CITY .MANAGER TO PREPARE A <br />POSITION CLASSIFICATION AND PAY PLAN FOR THE COmmONWEALTH'S ATTORNEY'S <br />OFFICE AND TO SUBMIT SUCH PLAN TO THE STATE COMPENSATION BOARD. <br /> <br /> <br />
