mous <br /> <br /> August 27,. 1914 <br /> <br />Motion to approve the ordinance on first reading, as amended, was adooted by unani- <br />vote~ <br /> <br /> 74-360 "Ordinance on first reading to appropriate $24,280 in the Capital Improvemen <br />Fund for the renovation of the Narcotic Addicts Rehabilitation Center (NARCO) at 1725 <br />Green Street. <br /> <br /> This appropriation will be used for the cost of materials and labor for the City's <br />Building Maintenance Division to accomplish the renovation. The renovation of the center <br />has been recommended by the Mental Health and Mental Retardation Services Board. The <br />City Manager recommends adoption 6f the ordinance. <br /> following <br /> On motion of Mr. Holley and seconded by Mr. Early, the/ordinance was approved on <br />first reading by unanimous vote: <br /> <br />"AN ORDINanCE TO APPROPRIATE $24,280 FROM THE GENERAL CAPITAl IMPROVEMENT FUND <br />FOR RENOVATION OF THE NARCOTICS ADDICTS REHABILITATION CENTER AT 172S GREEN <br />STREET." <br /> <br /> 74-361 "Ordinance to appropriate $35,000 in the Capital Improvement Fund for the <br />design and installation of some minor storm drainage in the Ed~gefield Subdivision. <br /> <br /> This appropriation will cover the cost of detailed design and drafting for the en- <br />tire drainage .system and a minimum amount af construction to accommodate the installation <br />of the sanitary sewers in the Edg~field Subdivision. The City Hanager recommends adontion <br />of the ordinance. <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was <br />approved on first reading~by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE ~35,000 FROH THE <br />FUND FOR THE DESIGN AND INSTALLATION OF STORM <br />SUBDIVISION." <br /> <br />GENERAL CAPITAL IMPROVEMENT <br />DRAINAGE IN THE EDGEFIELD <br /> <br /> 74~36£ "~yd~nance on first reading to amend Section 31-155 of the City Code per- <br />taining to additional retirement allowances. <br /> <br /> This is a technical~change to the section which makes cost-of-living increases avail <br />able to City retirees who are covered under the Fire and Police Retirement System. This <br />makes the Consumer Price Index gdj~s~ment available to any ~employee dovered under the <br />aforesaid system who has been retired 12 months as of July 1 of each fiscal year~ This <br />technical change is identical to the change Council adopted on first reading for th~ <br />Portsmouth Supplemental Retirement System at the August 13 meeting. The City Manager re- <br />commends adoption of the ordinance." <br /> <br /> On motion of Mr. Early and seconded by Hr. Wentz, the following ordinance was ap- <br />proved on first reading~by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 31=155 THEREOF PERTAINING TO ADDITIONAL RETIREMENT AL- <br />LOWANCES (POLICE AND FIRE SYSTEM). <br /> <br /> 74-363 "Ordinance on first reading to amend Portsmouth City Ordinance 197S-18 per- <br />taining ~o ~h~ Cabt~ ~elevision Study Commission. <br /> <br /> This ordinance establishes terms of members on the Study Commission and ex~ands <br />the duties of the Commission. The expansion of duties makes the Commission a continuing <br />body with responsibility to report to Conncil on the operation of the Cable Television <br />franchise. The City Manager recommends adoption of the ordinance. <br /> <br /> On motion of Mr. Oast and seconded by Hr. Wentz, the following ordinance was an- <br />proved on first reading by unanimous 9ore: <br /> <br /> "AN ORDINANCE TO AMEND PORTSMOUTH CITY ORDINANCE 1973-18 BY AMENDING SECTION <br /> 1 THEREOF PERTAINING TO THE ESTABLISHMENT AND NAME OF THE CABLE TELEVISION <br /> COMMISSION; BY AMENDING SECTION 2 THEREOF PERTAINING TO TERMS OF MEMBERS; BY <br /> AMENDING SECTION 4 THEREOF PERTAINING TO RESPONSIBILITIES INC3RPORATION INTO <br /> THE CODE OF THE CITY OF PORTSMOUTH, 1973." <br /> <br /> 74-364 - "Considera.tion o.f a resolution authorizing the issuance of $136,500 in <br />General Obligation Bonds for streets and highways and storm drainage. <br /> <br /> Ordinances appropriating these funds for repairs to Paradise Creek Bridge and <br />off-site drainage have previously beeen adopted. This authority is necessary in order <br />to do short-term borrowing in anticipation of a General Obligation Bond issue in 1975. <br />The City Manager recommends~ adoption of the resolution." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Holley, the following resolution was <br />adopted, and by the following vote: <br /> <br /> <br />
