<br /> Absent: Jack P. Barnes
<br /> The Rev. Dabney Walters, Pastor, Monumental United Methodist Church, opened the
<br />meeting with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Early, the minutes of the
<br />meeting of August 12, 1974 and minutes of the regular meeting of August
<br />approved as recSived, was adopted by the following vote:
<br />
<br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br />The following agenda items were presented by the City Manager:

<br />Public Hearing
<br /> 13, 1974, to be
<br />
<br /> 74-357 - "Ordinance on first reading to appropriate 226,952 from the Federal Revenue
<br />Sharing Trust Fund in the category of Public Transportation for capital e×Fenditures.
<br />
<br /> The Planned Use Resolution adopted for Entitlement IV Revenue Sharing Funds included
<br />the repaying of High Street West from Carney Street to Cedar Lane. This appropriation
<br />covers that project. The City Manager recommends adoption of the ordinance."
<br />
<br /> On motion of Mr. Holtey and seconded by Mr. Wentz, the following or.dinance was

<br />"AN ORDINANCE TO APPROPRIATE $26,952 FROM THE FEDERAL REVENUE SH_&RING TRUST
<br />FUND IN THE CATEGORY OF PUBLIC TRANSPORTATION FOR CAPITAL EXPENDITURES FOR
<br />RE-PAVING A PORTION OF HIGH STREET WEST FROM CEDAR LANE TO CARNEY STREET."
<br />
<br /> 74-358 "Ordinance on first reading to appropriate $26,952 from the Capital
<br />Improvemen{ Fund for the repaying of High Street West from Cedar Lane to Carney Street.
<br />
<br /> This appropriation is required to expend the Revenue Sharing Funds appropriated by
<br />the previous ordinance. The funds from this appropriation will be used to repave High
<br />Street West from Cedar Lane to Carney Street.which is the western terminus of the b~idge
<br />construction project. The City Manager recommends adoption of the ordinance.
<br />
<br /> Consideration of authorizing the Manager to award the contract to the low bidder
<br />of the three Bids that were received on the project and dirbcting that the Manager
<br />execute the contract with the low bidder."
<br />
<br /> On motion, of Mr. Early and seconded by Mr. Elliott, the following ordinance was
<br />approved on first reading by unanimous vote:

<br />"AN ORDINANCE TO APPRDPRIATE 226,952 FROM THE GENERAL CAPITAL IMPROVEMENT FUND
<br />FOR THE RE-PAVING OF HIGH STREET WEST FROM CEDAR LANE TO CARNEY STREET."
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Early, that the contract be awarded to
<br />Portsmouth Paving Corporation, being low bidder, was adopted by unan&mous vote.
<br />
<br /> 74-359 "Ordinance on. first reading to appropriate $9,412 in the General Fund
<br />the City's share of the operation of Tidewater Regional Health Planning Council for
<br />1974-75.
<br />

<br /> These funds were originally included in the 1974-75 budget, but ~ere amended to
<br />transfer these funds to unappropriated surplus, pending receipt of budget and revenue
<br />report from Tidewater Regional Health Planning Council. The City MinaCger recommends
<br />adoption of the ordinance."

<br /> Motion-of Mr. Early and seconded by Mr. Holley, the following ordina-nce to be
<br />approved on first:reading:
<br />
<br />"AN ORDINANCE TO APPROPRIATE 29,4t2 FROM THE GENERAL FUND FOR THE CITY OF
<br />PORTSMOUTH'S SHARE OF THE BUDGET OF THE TIDEWATER REGIOMAL HEALTH PLANNING
<br />COUNCIL FOR THE FISCAL YEAR 1974~75."
<br />
<br /> Amendment to the motion by Mr. Wentz, seconded by Mr~ Early, that the City Manager
<br />ask for a chronological history by:positions of the salaries over the life term of the
<br />TRHPC in order for the City Council pursue and review them. Further, that the year ends
<br />November 30 and approve half the amount that is requested in order that we may see the
<br />new budget and new salaries after November 30 and after six months to approCe the second
<br />half if so desired by Council, was adopted by the following vote:
