<br /> 74-384 The following erdinance, approved on first reading at last meeting, was

<br />"AN ORDINANCE CLOSING A PORTION OF AN ALLEY LOCATED WEST OF THE INTERSECTION
<br />OF LECKIE STREET AND PENINSULA AVENUE."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and
<br />by the following vote:

<br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br /> 74-385 The following ordinance, deferrer from the meeting of September 10, 1974,
<br />was taken up and read:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING SECTION 2-165 THEREOF PERTAINING TO THE DEPAR~4ENT OF PUBLIC
<br />SAFETY."
<br />
<br /> The following request to speak received from George R. Walker, 1749 Spratley Street,
<br />was read:

<br />"SUBJECT: The Agenda of the 17 September, 1974 Portsmouth City Council MeeTing:
<br />
<br /> Pursuant to Council Gag

<br />of Public Safety Ordinance,
<br />reasons.

<br />Rules 2-15.1 and 2-24 (1961 Code) it is requested that my
<br />of the subject meeting to address the proposed Department
<br />Item 74-385, which was postponed therefrom for technical

<br /> It is further requested that I be granted the privilege of addressing the said item
<br />of business prior to its being acted upon by Cnuncil.

<br /> In view of Council's intent to re-draft the ordinance it postponed~o~ 10 September
<br />for reasons not indicated by the formal motion, and in view'of the major zmportance to
<br />the citizens of Portsmouth of any changes to D.epartment of Public Safety law, it is re-
<br />quested that I, as well as Norfolk's r~ewspapers, be provided a copy of the ordinance as
<br />it will be presented to C6nnn~l on 17 September, %974 in order that the effects of such
<br />technical changes may be intelligently addressed."

<br />Mr. Walker spoke.

<br />Motion of Mr. Holley and seconded by Mr. Wentz, that Section 2-165 be amended.
<br />
<br /> Substitute motion of Mr. Early and seconded by Mr. Barnes, to direc~ the CiZy:~Attor-
<br />ney to bring back for Council's vote at the next meeting the elimination of those
<br />Sections pertaining to the Department of Public Safety and amendment to code that Public
<br />Safety Department would be for accounting purposes only, but not for organizational
<br />structure, was adopted by 6-1 vote, Mr. Hotley voting "nay".

<br /> 74-402 Motion of Mr. Wentz and seconded by Mr. Holley, that the City Manager be
<br />granted permision to enter into a lease agreement on the Lincoln Street Fire Station,
