<br /> WHEREAS, Ward Investment, Inc. has made application to vacate and close the herein~
<br />after described portion of a certain street, and it appearing that notice of the applicati
<br />and request for the appointment of viewers was duly posted on the bulletin board of
<br />the Circuit Court of the City of Portsmouth, and in two other public places in said
<br />City, at least 10 days prior to October 8, 1974.

<br /> NOW, TttEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, Joseph C. Barber, Belvin W. Blachman, Zalmon I. Blachman and
<br />James L. Choate, be appointed viewers to view the hereinafter described portion of
<br />such street and report to this Council in writing, whether in their opinion, any, and
<br />if any, what inconvenience would result from vacating and closing the following:

<br /> All that certain lot or parcel of land situate in the City of Portsmouth,
<br /> Virginia, and described as follows:

<br />BY AMENDING SECTION 8-27 THEREOF PERTAINING TO SURETY'S FEES FOR BAIL BONDS."

<br /> Mr. J. R. McKenry, Attorney at Law, Virginia Beach, and also Chairman of the State
<br />Bar Criminal Law Section, Bail Bond Reform Committee, at the request of Councilman Oast,
<br />appemred and furnished information as to the bail bondsmen in the Tidewater area.

<br /> 74-375 - The following information was submitted by the City Manager regarding
<br />property at 35 Crawford St owned by B. W. Baker:

<br />"No action has occurred to remedy the problem concerning Mr. Baker's property.
<br />
<br /> The office of the City Attorney has documents to initiate legal action to seek a
<br />judicial remedy to fihe problem."
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Wentz, to be received as informatimn, was
<br />adopted by unanimous vote.

<br /> 74-352(a) Motion of Mr. Wentz and secnnded by Mr. Barnes, that the Preliminary
<br />Bus Study, September, 1974, to be received as information, a copy to be sent to Yhe
<br />Tidewater Transportation District Commission and the City Manager work with Community
<br />Bus Company to improve services, was adopted by unanimous vote. (See Exhibit 74-352(a))

<br /> 74-319 "I am submitting~herewith a quarterly report on the City's emplo.vment under
<br />Title II of the Comprehensive Employment and Training Act of 1974.
<br />
<br /> This report outlines the race, sex, and status of hirees that have been emplgyed
<br />by the City through the Manpower Program. Also, a census tract map is included indicating
<br />the number of hirees in each census tract through. September 30, 1974.
<br />
<br /> The last page of this report shows the area of public service in which the personnel
<br />has beeneemployed by the City. During the first quarter there were 2.9 hired and 4 termi-
<br />nated. The current enrollment in the Manpower Program is 25.
<br />
<br /> This report is forwarded for your information in compliance with Councilman Elliott's
<br />request during the adoption by the City Council of.the Manpower Program for the City of
