<br /> Motion of Mr. Barnes and seconded By Mr. Hotley, to be received as information and
<br />a copy to be placed in the Public Library, was adopted by unanimous vote.

<br /> 74-426 - On motion of Mr. ~entz and seconded by Mr. Barnes, the following resolution
<br />to,be presented to Ms. Evelyn H. Gift commending her for services on the Craney Island
<br />Study Commission, was adopted, and by the following vote:
<br />
<br /> "WHEREAS, Evelyn H. Gift, has served effectively on Craney Island Study Commission
<br />of the City of Portsmouth, Va. for 5 years, contributing much time and talents to projects
<br />and programs of benefit to our citizenry and the City Government; and
<br />
<br /> WHEREAS, the City Council recognfzes that dedicated and unselfish service involves
<br />personal sacrifices and inconveniences, not only to the individual but frequently to
<br />family and business; and
<br />
<br /> WHEREAS, members of boards and commissions historically have demonstrated an un-
<br />ceasing willingness to be of service contributing largely to the advancement of important
<br />programs initiated for the general welfare of our citizens.~
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Va. that
<br />the grateful appreciation of the citizens of Portsmouth, and the City Government be
<br />hereby expressed for the valuable servi:e rendered by the recipient of this commendation.

<br />"Re: STREET CLOSURE PETITION S-73-15 (Rodman Avenue between Western
<br /> Boulevard and Queen Street) Agenda, October 8, 1974
<br />

<br /> At the request of City Attorney Hagemeister, I forward to you for possible con-
<br />sideration a street closure application to which the planning Commission addressed itself
<br />last year. Until recently, a street closure application failing to receive Planning
<br />Commission endorsement was~not sent to City Council. Generally, the Planning Commission
<br />was a}le to screen our cases where action was improbable, to,w¢~k with attorneys in per-
<br />fecting amended applications which could be endorsed and to cool controversies where the
<br />public good would not be served by extended argument. As per ordinance 74-108, street
<br />closure petitions henceforth will be forthcoming and accompanied by Planning Co~mission
<br />recommendations.
<br />
<br /> On September 25, 1973, Culpepper Enterprises, Ltd. filed application S-73-15 for
<br />closure of a portion of Rodman Avenue north of Western Branch Boulevard as it extends to
<br />Queen Street at the Seaboard Railroad tracks. The stated purpose was: 'Access to rear
<br />of property of applicant and parking for business'. This segment of Rodman Avenue is
<br />approximately 200 feet long and has a 40' right-of-way width. The subject appeared on
<br />the Planning Commission agenda for October 2, 1973, when Attorney Willard Moody appeared
<br />to state that ~he application was defective and to ask for a month's deferral.
<br />
<br /> The subject appeared on the Planning Commission agenda for November 13, 1973 and
<br />generated spirited-debate. An adjoining property owner indicated opposition on the basis
<br />of providing accesy to property on the west side of this segment of Rodman Avenue which
<br />raised a question bf ¢~lidity of'the applica{ion, o~her owners-of nearby property main-
<br />tained that this street is needed for purposes of local business access. Proponents
<br />stated that this street is hoth.substgndard and dangerous. After much discvssion, the
<br />Commission unanimously resolved not to accept application and to consider that it would
<br />recommend denial for the record. Since the applicant and his attorney were present and
<br />witnessed this action of the Planning Commission, further action was deemed unnecessary.
<br />Copies of Planning Commission minutes were routinely furnished to members of City Council
<br />and placed on public file."
