<br />"A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO FILE AN APPLICATION WITH
<br />THE DEPARTMENT OF IIOUSING AND URBAN DEVELOPMENT, UNITED STATES OF AMERICA,
<br />FOR A GRANT UNDER P. L. 89-117 FOR AID IN FINANCING THE CONSTRUCTION OF
<br />BASIC WATER AND SEWER PROJECTS.
<br />
<br /> WHEREAS, pursuant to P. L. 89-117, the United States of America has authorized
<br />the making of grants to public bodies to aid in financing the construction of basic
<br />water and sewer projects; and
<br />
<br /> WHEREAS, Phin Horton is the City Manager of the City of Portsmouth, Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager, Phin Horton be and he is hereby authorized to execute and file
<br />an application on behalf of the City of Portsmouth, Virginia, with the Department of
<br />Housing and Urban Development, United States Government, for a grant to aid in financing
<br />the construction of water mains and appurtenances under the provision of P. L. 89-117,
<br />as amended, and an assurance of compliance with the Department of Housing and Urban
<br />Development regulations under Title VI of the Civil Rights Act of 1964, and the said
<br />Phin Horton, City Manager be and he is hereby authorized to execute any documents require
<br />as a condition for consideration of such application and is directed to furnish such
<br />information as the Department of Housing and Urban Development may reasonably request
<br />in connection with the application which is herein authorized to be filed."
