38 <br /> <br />October 8, 1974 <br /> <br />"A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO FILE AN APPLICATION WITH <br />THE DEPARTMENT OF IIOUSING AND URBAN DEVELOPMENT, UNITED STATES OF AMERICA, <br />FOR A GRANT UNDER P. L. 89-117 FOR AID IN FINANCING THE CONSTRUCTION OF <br />BASIC WATER AND SEWER PROJECTS. <br /> <br /> WHEREAS, pursuant to P. L. 89-117, the United States of America has authorized <br />the making of grants to public bodies to aid in financing the construction of basic <br />water and sewer projects; and <br /> <br /> WHEREAS, Phin Horton is the City Manager of the City of Portsmouth, Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager, Phin Horton be and he is hereby authorized to execute and file <br />an application on behalf of the City of Portsmouth, Virginia, with the Department of <br />Housing and Urban Development, United States Government, for a grant to aid in financing <br />the construction of water mains and appurtenances under the provision of P. L. 89-117, <br />as amended, and an assurance of compliance with the Department of Housing and Urban <br />Development regulations under Title VI of the Civil Rights Act of 1964, and the said <br />Phin Horton, City Manager be and he is hereby authorized to execute any documents require <br />as a condition for consideration of such application and is directed to furnish such <br />information as the Department of Housing and Urban Development may reasonably request <br />in connection with the application which is herein authorized to be filed." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br />UNFINISHED BUSINESS <br /> <br /> 74-395 - The following ordinance, approved on first reading at last meeting, <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $14,792.77 FROM THE FEDERAL REVENUE SHARING <br />TRUST FUND IN THE CATEGORIES OF PUBLIC SAFETY AND EQUIPMENT FOR GENERAL <br />AND MULTI-PURPOSE USE." <br /> <br />was <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Barnes, E%rly, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-396 - The following ordinance, approved on first reading at last meeting, <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $14,792.77 FROM THE GENERAL FUND FOR RECREATIONAl <br />MATERIALS AND SUPPLIES FOR THE POLICE COMMUNITY RELATIONS PROGRAM AND THE PUR- <br />CHASE OF EQUIPMENT INCLUDED IN THE ACTUAL USE REPORT OF ENTITLEMENT IV REVENUE <br />SHARING FUNDS." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, <br />by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-397 - The following ordinance, approved on first reading at last meeting, <br />taken up and read: <br /> <br />'~AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ADDING THERETO A NEW SECTION NUMBERED 18-63.?
