74-452 The following letter from William E. George, President, Fraternal Order of
Police, Gosport Lodge No. 20, was presented:

"It is the unanimous request of the membership of Gosport Lodge #20, Fraternal
Order of Police, that Section 2-8 of the Portsmouth City Code pertaining to Residence
requirements for Personnel, be immediately rescinded.

It is the concensus of the membership that the law as it stands is discriminatory
and therefore unconstitutional in thee certain employees of the city are exempt whereas
police and fire personnel are not. The City Manager has gone on record as saying that
he will recommend to the Council that the law be rescinded next July, that being the case
why should a police officer who woutd, iike to move to a neighboring city have to wait som,
nine months. Furthermore, mt is a proven fact that this law hinders our recruitment effo:

In closing, we would like to reinerate that to usglh~s, isa most urgent matter and
we would respectfully request that this matter be taken care of at the next session of Coq
