395 <br /> <br />October 22, 1974 <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That this council does hereby approve and endorse the report submitted to <br />it by the Craney Island Study Commission on July 9, 1974, and specifically supports <br />the concept of making additional studies before any further use of Craney Island is <br />approved. <br /> <br /> 2. That no expansion of the landfill either Upward or to the west, should be <br />permitted unless and until all applicable environmental standards have been completely <br />satisfied and all pertinent environmental procedures have been strictly complied with. <br /> <br /> 3. That this council further declares that use of Craney Island as a fill area <br />should be terminated at the earliest opportunity and that the whole of such area should <br />be conveyed to the City of Portsmouth to be utilized as a site for industrial development <br />such utilization to be accomplished with dispatch. <br /> <br /> 4. That the City Manager be, and he hereby is, directed to carefully monitor <br />the administrative disposition of this matter by Federal agencies, with full authority <br />to present the views of council on this mat~er at such times and to such agencies as. <br />prudence may dictate." <br /> <br />at <br /> <br /> Ayes: Early, Elliott, Holley,Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 74-448 - The following CepQ~ from the City Manager was present~d: <br /> <br /> "At the last Council meeting, I was requested to report on the following matters <br />the next meeting: <br /> <br />(1) Ditches on Cavalier Boulevard. <br /> <br /> Grass on the slopes of these and other drainage ditches throughout the City is <br />cut mechanically in accordance with a regular schedule. Breakdowns in equipment and <br />unscheduled jobs sometimes cause the Parks Department to fall a little behind this <br />regular schedule. The slopes of ditches in the Cavalier Manor area were cut in the <br />last few days. There still remains some work to be done on these ditches that can <br />only be accomplished by a crew using swing blades. This constitutes grass in the bottoms <br />of the ditches which cannot be reached with mechanical equipment. <br /> <br /> We are in the process of employing a crew to perform this work in the Cavalier <br />Manor area and other sections of the City using Manpower funds. We do not, at present, <br />have the necessary manpower to perform this handwork'. <br /> <br />(2) Railroad CrOssings. <br /> <br /> The attached correspondence from the Director of Public Works summarizes the corre~ <br />spondence and meetings held with railroad officials concerning the condition of their <br />crossings, aS well as information as to what each railroad has done to date to correct <br />deficiencies noted in the attached inventory sheets. <br /> <br />(3) SChedules and Signs - Community M6tor Bus Company. <br /> <br /> Mr. Roland Barnes, President of Community Motor Bus Company, has been written <br />concerning the lack of proper signs to designate bus stops and tho situation pertaining <br />to bus schedules. Mr. Barnes was sent a copy of the report made after a recent survey <br />by City forces relative to these matters and requested to advise the City Manager as <br />to what he can do to correct deficiencies in these areas. No reply has been received <br />from this correspondence to date. <br /> <br />(4) Rats at City Park. <br /> <br /> The Director of Parks and the Director of Public Health were requested to investigat <br />the problem of rat control in City Park. The attached memo from Mr. Eaton and a copy <br />of a recent letter from the Director of Public Health to the Virginian;Pilot/Ledger- <br />Star are attached. As noted in thi.s correspondence, various rat control measures have <br />been tried but, to date, we have found no satisfactory solution to this problem. <br /> <br /> (5) Sussex-Malvern Hill Apartments. <br /> <br /> The attached memo from the Director of Inspections presents our present position <br />relative to these apartments. Letters were sent to the President of the Sussex-Malvern <br />Hill Apartments, Inc., and to their registered agent on October 18, 1974, advising <br />that the building is in violation of Section 103-4 of the Building Code of the City <br />of Portsmouth. Court action is scheduled for October 24 for violation of the Vacant <br />Building Ordinance." <br /> <br /> MOtion of Mr. ~arly and seconded by Mr. Elliott, to be received as information, <br />was adapted by unanimous vote. <br /> <br />74-342 - Letter received and signed by the following Professional Bondsmen: <br /> <br />R.
