394 <br /> <br />October 22, 1974 <br /> <br /> 74-41~--~he following ordinance, approved on first reading at the last regular <br />meeting, was taken up and read: <br /> <br /> "'AN CRDINANCE TO APPROPRIATE $470,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND FOR THE COST AND INSTALLATION OF SANITARY SEWERS IN THE EDGEFIELD SUB- <br /> DIVISION." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br /> Ayes: Early, Elliott, Hotley, Oast, Wentz, Davis <br /> Nays: None <br /> as amended, <br /> 74-385 The following ordinance, approved on first reading/at the last <br />meeting, was taken up and read: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY AMENDING THE TITLE OF ARTICLE VIII OF CHAPTER 2 THEREOF; BY REPEALING <br /> SECTIONS 2-162, 2-163, 2-164, 2-165, 2-166, 2-167, 2-168, 2-169 AND 2-170 <br /> THEREOF; BY REPEALING AND ABOLIS~IN~[THE DESIGNATION OF DIVISIONS WITHIN <br /> ARTICLE VIII; AND BY ADDING THERETO A NEW SECTION NUMBERED 2-t76 PERTAINING <br /> TO ABOLISHMENT OF THE DEPARTMENT OF PUBLIC SAFETY AND CERTAIN FINANCIAL <br /> REPORTING PROCEDURES TO BE USED BY CERTAIN BUREAUS, DIVISIONS AND OFFICES <br /> OF THE CITY." <br /> <br />regular <br /> <br /> The following request to speak received from George R. Walker, 1749 Spratley Street, <br />was read: <br /> <br />"SUBJECT: T~ Agenda of the 22 October, 1974 Portsmouth City Council Meeting. <br /> <br /> Pursuant to Council Gag Rules 2~15.1 and 2-24 (1961 Code Sections) it is requested <br />that my name be placed on the subject agenda to address the latest ordinance pertaining <br />to the Department of Public Safety, Item 74-385. <br /> <br /> It is further requested that I be granted the privilege of addressing said item of <br />Council business prior to its being acted upon by Council." <br /> <br />Mr. Walker spoke <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Eltiott, Oast, Wentx, Davis <br />Nays: Holley <br /> <br />74-397 "The following repor~ from the City Attorney was presented: <br /> <br /> "Exhibit C. attached hereto is a copy of subsection (c) of Section 35-224 of the <br />City Code. The proposed enactment of Section 35-224.1 would limit the application of <br />subsection (c) by making it inapplicable to citizens where elderly home owners are forced <br />out of their homes by condemnation proceedings or act of God. Please note that the <br />current law requires occupancy of. the property for the two preceding calendar <br />~¢Zax exemption can be granted. Some newspaper accounts incorrectly stated that this-peri <br />was five years in length." <br /> <br />The following ordinance was presented: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ADDING THERETO A NEW SECTION NUMBERED 35-224.1 PERTAINING TO ELIGIBILITY <br />FOR TAX RELIEF OF E=RTAIN ELDERLY PERSONS." <br /> <br /> On motion of Mr. Wentz and seconded by, the ordinance was approved on first reading, <br />and by nnan£mb~$~.~e~%. <br /> <br /> 74-283(a) ~vOn motion of Mr. Wentz and seconded by Mr. Oast, the following resolution <br />was adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF <br /> PORTSMOUTH TO ANY EXPANSION OR UNNECESSARY PROLONGATION OF THE USE OF <br /> CRANEY ISLAND LANDFILL AND STATING THE POLICY OF CITY COUNCIL FOR FUTURE <br /> USE OF SAID AREA. <br /> <br /> WHEREAS, the Craney Island Landfill is located within the boundaries of the <br />City of Portsmouth; and <br /> <br /> WHEREAS, plans for continued utilization of Craney Island as a landfill area <br /> seriously jeopardize the future economic health of the City of Portsmouth; and <br /> WHEREAS, the economic well-being of the City of Portsmouth can be protected only <br /> by the earliest practicable utilization of the landfill area as a site for industrial <br /> development; and <br /> <br /> WHEREAS, the Craney Island Study Commission has submitted a report to this council <br /> calling for additional sZudies to be made prior to the making of any other commitments <br /> for the landfill area. <br /> <br />,d <br /> <br /> <br />
