391 <br /> <br />OCtober 22_ 1974 <br /> <br />the City Manager, was adopted by the following vote: <br /> <br />Ayes: Early, ~ast, Wentz, Davis <br />Nays:' Elliott, Hol~ey <br /> <br /> 74-445 - "Report on operatiOn~of the Food Stamp Sales Center for the fiscal year <br />July 1, 1975 through June 30, 1974. <br /> <br /> This report covers personnel, contractual services, retirement of debt, and other <br />miscellaneous costs." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Holley, to be received as information, was <br />adopted by unanimous vote. <br /> <br /> 74-446 - "Consideration of a resolution expressing the interest of the Council of <br />the City of Portsmouth in obtaining property to be vacated by the U. S. Coast Guard <br />(Elizabeth River, Southern Branch). <br /> <br /> The Coast Guard is expected to terminate its occupancy of the base on the Saa~hern <br />Branch of the elizabeth River when the Craney Island Coast Guard Base is available for <br />use. The City of Portsmouth in its efforts to control land use in the Southside communi: <br />would like for this property to be conveyed by the U. S. Government to the City of Ports- <br />mouth as soon as practicable after vacation by the Coast Guard." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following resolution was ado <br />and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE INTEREST OF THE COUNCIL OF THE CITY <br />OF PORTSMOUTH IN OBTAINING PROPERTY TO BE VACATED BY THE UNITED <br />STATES COAST GUARD (ELIZABETH RIVER, SOUTHERN BRANCH). <br /> <br /> WIIEREAS, the United States Coast Guard currently occupies certain land located <br />adjacent to the Elizabeth River (Southern Branch) in the City of Portsmouth in the neighbo <br />hood generally known as Southside; and <br /> <br /> WHEREAS, the Coast Guard is expected to terminate its occupancy of said property <br />at such time as the Craney Island Coast Guard Base becomes available for use; and <br /> <br /> WHEREAS, ownership and control of the Elizabeth River site would be advantageous <br />to the City of Portsmouth in its efforts to control land uses in the Southside community <br />and would also facilitate redevelopment and conservation efforts being undertaken in <br />this community; and <br /> <br /> WHEREAS, acquisition of this property by the City'Of Portsmouth has been recommended <br />by the Portsmouth Redevelopment and Housing Authority as a prudent step to be taken <br />in anticipation of receipt of block grants under the Community Development Program. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That it is the sense of this council that the Coast Guard property on the Eliza~ <br />beth River (Southern Branch) should be conveyed by the United States Government to the <br />City of Portsmouth as soon as practicable after vacation of said property by the Coast <br />Guard. <br /> <br /> 2. That the City Manager be, and he hereby is, directed to forward this resolution <br />directly to appropriate Federal agencies, such resolution to be deemed a formal request <br />to those agencies that the property in question be conveyed to the City of Portsmouth <br />as expeditiously as the interests of the Federal Government will permit. <br /> <br /> 3. That the City Manager be, and he hereby is, authorized and directed to furnish <br />to cognizant Federal agencies any and all appropriate data in support of this request <br />which the agencies may desire or which the City Manager may, in the exercise of his <br />discretion, deem it prudent to submit." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-447 - "Consideration of a resolution to reschedule a regular meeting of City <br />Council to consider zoning matters for December 16, 1974. <br /> <br /> .It is necessary go reschedule this meeting so that there will be sufficient time <br />following the Planning Commission's November meeting to allow for compliance with the <br />public notice requirements of the State Code." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following resolutian was <br />adopted, and by the following vo:e: <br /> <br />"A RESOLUTION TO RESCHEDULE A REGULAR MEETING OF THE CITY COUNCIL TO <br />CONSIDER ZONING MATTERS FOR DECEMBER 16, 1974. <br /> <br /> WHEREAS, a meeting of City Council to consider zoning matters is currently scheduled <br />for December 2, 1974, pursuant to Section 2-42(b) of the City Code; and <br /> <br /> WHEREAS, the Planning Commission has scheduled its November public hearing for <br />November 19, 1974; and <br /> <br /> <br />
