The City Manager recommends-adoption of this resolution. <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following resolution was <br />adopted~ and by the following vote: <br /> <br />~'A RESOLUT{ON AUTHORIZING THE CONVEYANCE OF CERTAIN CITY PROPERTY IN THE <br />VICINIT? OF GREENWOOD DRIVE AND INTERSTAT~ 264 TO THE TIDEWATER TRANSPORTATION <br />DISTRICT COMMISSION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />CONVEYANCE FOR THE SAME. <br /> <br /> ~EREAS, the City of Portsmouth currently owns ~ certain parcel of land located <br />as hereinafter described; and <br /> <br /> WHEREAS, said land is no longer needed for the public use of the City of Portsmouth <br />and is therefore declared to be surplus property; and <br /> <br /> WHEREAS, the Tidewater Transportation District Commission requires such land for <br />the establishment of a fringe parking area to service the Tidewater Transportation Dis- <br />trict and has offered to pay a consideration of $65,000. for the subject property. <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the following described parcel of land shall be conveyed to the Tidewater Transporta~ <br />tion District Commission for the sum of $65,000. such parcel of land being more particular <br />described as follows: <br /> <br /> All that certain tract, piece or parcel of land, with the appurtenances <br />thereunto belonging, situate, lying and being in the City of Portsmouth, <br />Virginia, and shown on that certain plat, prepared by the Virginia Department <br />of Highways and attached hereto and expressly made a part hereof. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is authorized to <br />execute a deed of conveyance for the same subject to conditions he deems appropriate." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-443 - "Consideration of a resolutionn~hd~ating theCCity's interest in having an <br />"Auto Rapid Transit" concept demonstrated through a joint program of the Southeastern <br />Virginia Planning District Commission and the Tidewater Transportation Distric Commission. <br /> <br /> A new concept in "Auto Rapid Transit" was recently presented to the SVPDC. SVPDC has re- <br />quested a resolution from the City Council indicating its interest in the demonstration <br />of this concept. The City Manager recommends adoption of this resolutian." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION STATING THE INTEREST OF THE COUNCIL OF THE CITY OF PORTSMOUTH <br />IN A DEMONSTRATION PROJECT OF THE AUTO RAPID TRANSIT SYSTEM. <br /> <br /> WHEREAS, the Southeastern Virginia Planning District Commission has an opportunity <br />to obtain funding for a new transportation concept demonstration project called Auto <br />Rapid Transit that would be designed to complement and enhance the public transit system; <br />and <br /> <br /> WHEREAS, the project will not require any local financing in its demonstration <br />and any endorsement herein does not obligate any local government to continue such <br />demonstration; and <br /> <br />peri( <br /> <br /> WHEREAS, the implementation of the project, should such implementation be hereafter <br />approved, would be carried out to assure the coordination of transportation modes and <br />services and, if proven successful, could become a permanent part of the public transport~ <br />tion system. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the council hereby indicates its interest in having the Auto Rapid Transit concept <br />demonstrated through a joint program of the Southeastern Virginia Planning District Commi~ <br />sion and the Tidewater Transportation District Commission." <br /> <br />Ayes: Early, Elliot, Iiolley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-444 "Considerationcof authorizing and directing the City Manager to enter into <br />an agreement with Citizens Trust Bank and the Portsmouth Redevelopment and Housing <br />Authority pertaining to use of two parcels of property in the Olde Towne Conservation <br />District. <br /> <br /> This agreement permits the transfer of property from the Housing Authority to the <br />City and a commitment by the City to develop parking facilities and a park on this <br />property. Citizens Trust Bank commits to rental and use for a period of 10 years. The <br />City Manager recommends execution of this agreement." <br /> <br />Motion of Mr. Early and seconded by Mr. Wentz, to concur in the recommendation of <br /> <br />the <br /> <br /> ~y <br /> <br /> <br />
