389 (ZctQ]z~e:r 22~ 1974 "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY REPEALING SECTIONS 37-33 and 3?-53 THEREOF PERTAINING TO SOLICITATION OF TAXICAB PATRONAGE AND TRANSFERABILITY.OF CERTIFICATES OF PUBLIC OONVENIENCE; BY AMENDING SECTION 37.-1 PERTAINING TO OFFFENSIVE LANGUAGE OF TAXICAB OPERA- TIONS; BY AMENDING SECTION 5,?--28 THEREOF PERTAINING TO DESIGNATION OF TAXICAB STANDS; BY AMENDING S~ETION 37~36 PERTAINING TO REVOCATION OF CERTIFICATES OF PUBLIC CONVENIENCE; AND BY J~BNDING SECTION 57~80 PERTAINING TO USE OF TAXI- METERS." 74-438 "Consideration of an ordinance on first reading to appropriate g97,600 fro~ the General Revenue Sharing Trust Fund in the category of Public Transportation for the contractual subsidy on Community Motor Bus Company. This appropriation will provide the required revenues to the General Fund for the payment of the contract for community Motor Bus Company. This appropriation will be from Entitlement V of General Revenue Sharing which covers the period of July 1, 1974 through June 30, 1975. The City Manager recommends adoption of this ordinance nn first reading." On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was ap- proved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $97,500 FROM THE REVENUE SHARING TRUST FUND IN THE CATEGORY OF PUBLIC TRANSPORTATION." 74-439 - "Consideration of an ordinance on first from the General Eund for payment of the subsidies on Bus Company. reading to appropriate $97,500 the c~ntract with Community Motor The previous contract expired May 31, 1974; therefore, the funds in this appro- priation are for the contractual period of June 1, 1974 through June 30, 1975 or until Community Motor Bus Company has been purchased by Tidewater Transportation District Commission, whichever occurs first. The monthly subsidy under the new contract is $7,500 per month, the same amount that was paid under the previous contract. The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was ap- proved on first reading, and by unanimous vote: "AN ORDINANCE'TO APPROPRIATE $97,500 RROM THE GENERAL FUND FOR THE PAYMENT OF OPERATING SUBSIDIES UNDER THE CONTRACT WITH COF[MUNITY MOTOR BUS COMPANY." 74-440 - "Consideration of authorizing ~nd directing the City Manager to enter into a contract with Community Motor Bus Company to provide bus service for public' trans- portation. The contract period will be June I, 1974 through June 30, 1975, unless Community Motor Bus %s-~urchased by Tidewater Transportation District Commission before that date. The City Manager recommends execution of this contract." Th~efollowing report was submitted by the City Attorney: "The document attached hereto is a draft of the proposed contrant with Community Motor Bus Company. The obligation of the City of Portsmouth under this contract is to subsidize the Bus Company at the rate of $7500.00 per month. The contract applies to the months o£ June ,~D?4 ~/~r~/ig~ ~g~un~ 1975. The obligation of the Bus Company is to con- tinue to provide efficient bus serv-ice at the present level of services or as may be hereafter prescribed by the City." This program was operated during the summer of 1974 by the Recreation Department and this amount has been funded by the~Federal Government in the City for payment of all cost~ incurred by the program. The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Wentz and seconded by Mr. Elliott, the following ordinance was ap- proved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $31,188.80 FROM THE FEDERAL GRANTS FUND FOR THE OPERATION OF THE SUMMER LUNCH PROGRAM ADMINIST~B~ BY THE DEPARTMENT OF RECREATION." 74-442 "Consideration of a~resolution to authorize and direct the City ~a~iger to convey certain City-owned property to Tidewater Transportation District Commission. At its September meeting, the Transportation Commission authorized an appraisal of the subject property, and based on this appraisal, at its October meeting, 'fhe Commission revised its FY 1975 Capital Improvement Program 'to 'include purchase of the property needed for the fringe parking lot at Greenwood Drive and Route 1-264. The
