<br /> Public Hearing Meeting of October 7, 19-74, and
<br />of the~egular meeting of October 8, 1974, to be approved as received,
<br />Wentz and seconded by Mr. Elliott, was adopted by unanimous vote.

<br /> 74-435 - The following resolution to honor the late Frederick Wharton Be~zley
<br />was read, and on motion of Mr. Early and seconded by Mr. Wentz, the resolution was
<br />adopted by the following vote:
<br />
<br />RESOLUTION HONORING THE LATE FREDERICK WHARTON BEAZLEY.
<br />
<br /> WIiEREAS, on the second day of October, nineteen hundred and seventy-four, death
<br />brought to a close the active life of Frederick Wharton Beazley; and
<br />
<br /> W~EREAS, Frederick Wharton Beazley, through his foresight and
<br />has earned the affection of the citizens of the City of Portsmouth,
<br />contributions, made in the spirit of humanitarianism; and
<br />
<br />zeal for this communit'
<br />Virginia, by his
<br />
<br /> WHEREAS, the countless beneficiaries of his great generosity are the citizens
<br />of the City of Portsmouth whose quality of life has been improved through his gifts
<br />to the Beazley Foundation, Inc., Foundation Boys Club, Inc., Frederick Military Academy,
<br />Frederick College {now Tidewater Community College), Portsmouth General Hospital, Ports~
<br />mouth Public Health Center, City Dental Clinic, and several recreation centers; and
<br />
<br /> ~HEREAS, Frederick Wharton Beazley, by his exemplary life and monumental achievement~
<br />in the community truly earned the designation as Portsmouth's "First Citizen".
<br />
<br /> ~O}7~NOW, THEREFORE, BE IT RESOLVED that the Council of-the City of Portsmouth, Virginia,
<br />on behalf of the citizens of Portsmouth, recognizes the profound influence of Frederick
<br />Wharton Beazley, upon presen~ and future generations of our citizens for his service
<br />to our community.
<br />
<br /> BE IT FURTHER RESOLFED, that this resolution be spread upon the minutes of City
<br />Council and that a copy be presented to fhe Beazley Foundation, Inc., members of the
<br />immediate family, and a copy to be placed on the wall of the City Council Chamber."

<br />The following ~genda items were presented by the City Manager:

<br /> 74-436 -~The attached Okdinance is submitted for your consideration and I recommend
<br />that it be placed on first reading. This appropriates $3,600 in the Mental Health
<br />Services Fund for the purpose of sponsoring a fUll-time Vista/Action Cooperative Voluntee~
<br />for one year.
<br />
<br /> The Vista/Action volunteer acquired under this program will assist in the development
<br />of a standardized collection process for mental health-related data. The data, once
<br />collected, will serve as the basis for rational and orderly identification.of needs, and
<br />subsequent development of programs designed to provide servzces to satisfy those needs.
<br />
<br /> The Vl§ta/Action volunteer will be obtained as part of the City-wide Cooperative
<br />Volunteer Program currently being coordinated by the Department of Social Services."

<br /> On motion of Mr. Holley and seconded by Mr. Wentz, the/ordinance was approved on
<br />first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $3,600 FROM THE MENTAL HEALTH SERVIgES FUND
<br />FOR THE FUNDING OF THE MENTAL HEALTH BOARD'S SHARE OF THE SALARY OF AN-
<br />ACTION EOLUNTEER."

<br /> 74-437 "Consideration of an ordinance on first readingtto amend sections of Chapte~
<br />37 of the City Code pertamning to regulation of taxicab operations.
<br />
<br /> The amendments proposed by this ordinance are those several changes recommended by
<br />the City Manager in his letter to Council of September t0, 1§74. The changes are designe~
<br />to remove certain internal contradictions frb~ the Code and to update other .sections.
<br />The City Manager recommends adoption of this ordinance on first reading."
