4OO <br /> <br />November <br /> <br />12 1974 <br /> <br /> 74-460 - "Consideration of an ordinance on first reading to appropriate $161,068 <br />in the Federal Grants Fund for the operation of the Drug Abuse Program. <br /> The attached ordinance is submitted for your consideration and I recommend that it <br />be placed on first reading. This appropriates $161,068 in the Federal Grants Fund. <br /> This appropriation represents the Federal funding for the City's Drug Abuse Program <br />for the period October 1, 1974 through September 30, 1976. This is the original drug <br />abuse program that was funded by a Federal Grant under NARCO, but, has now been trans- <br />ferred to the Mental Ilealth and Mental Retardation Services Board for administration, <br />coordination, and operation. <br /> The Mental Health and Mental Retardation Services Board has assigned the name <br />"Portsmouth Drug-Free Center" a~d states that it will provide a full-range, drug-free <br />therapy service including residential care, day care, out-patient counseling, and <br />community education. <br /> There are $139,868 of Federal funds and $1,200 from a private local source in the <br /> above appropriation. There are no City funds committed to this program." <br /> On motion of Mr. Oast and seconded by Mr. Holley, the following ordinance was <br /> approved on first reading, and by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $161,068 FROM THE FEDERAL GRANTS FUND FOR <br /> THE OPERATION OF THE DRUG ABUSE PROGRAM TO BE EFFECTIVE OCTOBER 1, 1974." <br /> 74-461 "Consideration of an ordinance on first reading to appropriate $?,330 <br /> from the Capital Improvement Fund for the installation of underground conduits for the <br /> fire alarm system located on Green Street between Queen and King Streets. <br /> Due to the emergency situation brought about by the installation of new underground <br /> street lighting from Dinwiddie Street to Chestnut Street, it was necessary to relocate <br /> the fire alarm system in underground conduits on Green Street. The City Manager recom- <br /> mends adoption of this ordinance on first reading." <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was <br /> approved on first reading, and by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $7,350 ~RO~ TNB GENERAL CAPITAL I~PROV~NT <br /> FUND FOR INSTALLATION OF UNDERGROUN~ CONDUIT FOR A FIRE ALARM SYST~{ ON <br /> GREEN STREET BETWEEN KING AND QUEEN STREETS." <br /> ?4-462 "Consideration of an ordinance on first reading to amend the City Code <br /> to permit the Retirement Board to refund accumulated contributions of eligible active <br /> employees. <br /> <br /> The Retirement Board has requested this amendment to the City Code so that the <br /> Board will have.authority to refund all accumulated contributions to eligible active <br /> employees employed on or before July 1, 1967. This amendment affects the Supplemental <br /> Retirement and Fire and Police Retirement Systems. The City Manager recommends adoption <br /> of this ordinance on first reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was <br /> approved on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY ~MENDING SECTIONS 51-69 AND 31-154 THEREOF PERTAINING TO THE REFUND OF <br /> ACCUMULATED CONTRIBUT'tONS IN THE RETIREMENT SYSTEM." <br /> 74-463 "Consideration of a resolution to authorize and direct the City Manager <br /> to execute an agreement with the City of Suffolk for the extension of water mains, at <br /> Suffolk's expense, near Factory Street in the City of Suffolk. <br /> <br /> This agreement would permit Portsmouth to contract for extension of the water <br /> system beyond the former limits of Suffolk to permit fire protection for facilities <br /> near Factory Street and world hold Suffolk harmless for paying for these facilities <br /> again in the settlement of terms of a contract for the area originally in the juris- <br /> diction of Nansemond County. The City Manager recommends adoption of this resolution." <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was <br /> adopted, and by the~f~lowing~vote; <br /> <br /> "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER <br /> ? INTO AN AGREEMENT WITH THE CITY OF SUFFOLK FOR THE EXTENSION OF <br /> WATER ~iINS NEAR FACTORY STREET, IN THE CITY OF SUFFOLK. <br /> ~4EREAS, it is necessary to extend certain water mains near Factory Street in the <br /> City of Suffolk for the primary purpose of fire protection; and <br /> <br /> WHEREAS, the present agreement between the Cities of Portsmouth and Suffolk, con- <br /> cerning water main construction and water supply, does not encompass the Nansemond <br /> taxing district, within which the extension near Factory Street would lie;'and <br /> <br /> <br />
