<br /> The attached ordinJnce is submitted for your consideration and I recommend that it
<br />be placed on first reading. This appropriates $74,000 from the Capital Improvement Fund
<br />
<br />Bids were opened on October 29, 1974 for the River Shore Sanitary Sewer Project.
<br />This project will extend sanitary sewer service on River Shore Road to'serve residences
<br />in this area which were developed prior to annexation by the City of Portsmouth. The
<br />following is a tabulation of bids received:

<br /> As the tabulation indicates, there were a large number of bidders on this project
<br />which may be a reflection of the inactivity in the subdivision development at this time,
<br />and this has resulted in what appears to be a very good price for the City of Portsmouth.
<br />
<br /> The total cost of the project is $81,000, including the contract price, contingencies
<br />engineering inspections, etc. A breakdown of the costs showing the total, less a previous
<br />appropriated amount, is sho~ below:

<br /> This project wilt serve approximately 60 residential connections along River Shore
<br />Road and provide for future sewer connections west of Twin Pines for the proposed Ballard
<br />PUD. The residential customers being served on River Shore Road were committed by the
<br />1968 annexation agreement. This appropriation will be funded from unallocated Public
<br />Utility Bond proceeds.

<br /> On motion of Mr. Oast and seconded by Mr. Holley, the following ordinance was
<br />approved on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $74,000 FROM THE GENERAL CAPITAL IMPROVEMENT FUND
<br />FOR INSTALLATION OF SANITARY SEWERS IN THE RIVER SHORE-TWIN PINES AREA."

<br />necessary documents for award of contract to the low bidder,

<br /> There were 10 bids received ranging from a low of ~59,112 to a high of $83,904.
<br />Vico Construction Company was the low bidder at $89,112."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Holley, that bid be awarded to low
<br />bidder was approved by unanimous vote.
<br />
<br /> 74-459 "Consideration of an ordinance on first reading to appropriate $3,441
<br />in the Federal Grants Fund for the purpose of providing the Commonwealth's Attorney
<br />and his Assistants with continued education.
<br />
<br /> This appropriation will provide the required funds for the Commonwealth's Attorney
<br />and his assistants to attend a variety of seminars and training courses over a one-year
<br />period. These courses include Career Prosecution; Trial Tactics; Organized Crime;
<br />Major Fraud; Juvenile Justice and Pre-Trial Problems. The local share for this grant
<br />is $172 and this amount has been appropriated in the Commonwealth's Attorney's Budget
<br />for 1974-75. The City Manager recommends adoption of this ordinance on first reading.,,
<br />
<br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was
<br />approved on first reading and the Grants Coordinator investigate if similar funds are
<br />eligible for the City Attorney's Office, and by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $3,441 FROM THE FEDERAL GRANTS FUND FOR
<br /> TRAINING AND EDUCATION FOR THE CO~4ON~EALTH'S ATTORNEY AND ASSISTANT
<br /> COMMONWEALTH'S ATTORNEYS."
