398 <br /> <br />November 12, 1974 <br /> <br /> At a regular meeting of the City Council, held on November 12, 1974, there were <br />present: <br /> Richard J. Davis, Archie Elliott, Jr.-, James W. Holley, Edward L. Cast, Jr., <br /> ~aok P.~a~s., P~in~Ho~ton, City Manager, R. T. Williams, Assistant City <br /> Manager, H. M. Myers, Jr., Assistant City Manager, D. R. Hagemeister, Acting <br /> City Attorney. <br /> <br /> Absent: E. Saunders Early, Jr., Robert W. Wentz, Jr. <br /> Jerome M. Epstein, Rabbi, Gomley Chesed Synagogue, opened the]~.meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> Mayor Davis welcomed all visitors in attendance. <br /> The minutes of the regular meeting of October 22, 1974, were approved as received <br /> <br />on unanimous vote. <br /> <br /> 74-4S4 - The following resolution to honor <br />and on motion of Mr. Barnes and seconded by Mr. <br />by unanimous vote: <br /> <br /> '~A RBSOLUTION HONORING THE LATE I~RSt~LL W. <br /> <br />the late Marshall W. Butt was read, <br />Elliott, the resolution was adopted <br /> <br />BUTT. <br /> <br /> WHEREAS, in his infinite wisdom, Almighty God has called unto him, Marshall W. Butt, <br />who was the founder and served as Director of ~he Portsmouth Naval Shipyard Museum until <br />his retirement June 30, 1971; and <br /> WHEREAS, Marshall W. Butt was a faithful member and genuinel~ concerned about the <br />development of the Portsmouth Naval Shipyard Museum and believed ~n expressing his <br />concern zn action; and <br /> WHEREAS, as a result of lifelong interest in the fields of Historical Research and <br />Library Science, he was the Author of "Early Portsmouth Physicians, 1761-1906", "Portsmou~ <br />Under Four Flags, 17S2-1970", "Place Names of Early Portsmouth" and "A Brief History of <br />Norfolk Naval Shipyard, Portsmouth, Virginia". Each of the manuscripts were graciously <br />donated to the respective organizations which they represent for publication; and <br /> WHEREAS, the community has suffered a great loss in the passing of Marshall W. Butt <br /> and has joined with his family, friends and associates in mourning his death and in <br /> <br />recognizing the worth of his accomplishments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />sympathy of this body acting for the citizens of this <br />to the family of the late Marshall W. Butt. <br /> <br />Portsmouth, Virginia, that the <br />City, be and hereby is extended <br /> <br /> BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of City <br />Council and that a copy thereof be forwarded by the City Clerk to his wife, Mrs. Elsie B. <br />Butt, in recognition of Mr. Butt's respected place in this community; also a copy be <br />placed in the Marshall ~. Butt Library of the Portsmouth Naval Shipyard Museum. <br /> 74-4S5 Mayor Davis presented a Resolution of Appreciation to the retiring members <br />of Boards and Commissions, as follows: <br /> <br /> John B. Ackley, Judge Donald H. Sandie, H. Thomas Fennell, Jr., Glenn Yates, Jr., <br /> Mrs. Jean L. Oast, James P. Stephenson, Frank H. Keeling. <br /> <br /> A resolution honoring the late Frederick Wharton Beazley, approved at the <br />October 22, 1974, meeting, was presented to Mr. Malcolm W. Beazley, brother of <br />Frederick ~¢narton Beazley. <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 74-456 "Consideration of an ordinance on first reading to appropriate $8,000 from <br />the Capital Improvement Fund for the cost of engineering design for sewage pumping statio] <br />on Redbarn Road and approximately 3,000 feet of 10-inch force main. <br /> <br /> The current projects approved for the Redbarn area have resulted in an overload <br />condition at the present Redbarn pumping station. %his project will provide the in- <br />creased capacity for current and future projects in this area. This appropriation will <br />be funded from unallocated Public Utility Bond proceeds. The City Manager recommends <br />adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATB $8,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE ENGINEERING COSTS FOR DETAILED DESIGN OF A SEWAGE PL~PING <br />STATION ON RED BARN ROAD AND APPROXIMATELY 3,000 FEET OF 10 INCH FORCE B~IN." <br /> <br /> 74-457 Consideration <br />from the Capital Improvement <br />River Shore Road Project. <br /> <br />of an ordinance on first reading to appropriate $74,000 <br />Fund for the construction of sanitary sewers for the <br /> <br /> <br />
