<br />Elliott and seconded by Mr. Wentz, that the Council meet in an
<br />the next regular scheduled Council meeting for the purpose of:
<br />
<br />(1) Discussing appointments to Boards~and Commissions;
<br />(2) Discussing the disposition of City property;
<br />(3) Consultation with Counsel pertaining to legal matters;
<br />
<br />was adopted by the following vote:
<br />

<br />Nays: None
<br />
<br /> 74-495 "A resolution authorizing and directing the City Manager or Assistant City
<br />Managers to execute all documents in connection with a grant application for matching
<br />construction funds for the proposed extension of the Public Health Center at Crawford
<br />Parkway and Effingham Street."
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was adopted,
<br />and by the following vote:

<br />~:A RESOLUTION AUTHORIZING AND DIRECTING THE CITY I~iiNAGER OR ASSISTANT CITY
<br />IvIANAGERS TO EXECUTE ALL DOCUMENTS IN CONNECTION WITH A GtLtNT APPLICATION
<br />FOR MATCHING CONSTRUCTION FUNDS FOR THE PROPOSED EXTENSION OF THE PUBLIC
<br />HEALTH CENTER AT CRAWFORD PARKWAY AND EFFINGF~M STREET.
<br />
<br /> WHEREAS, Council has, by Resolution dated July 23, 1974, committed matching local funds ~
<br />in the amount of $30,000. for use in the construction of an addition to the Public Health
<br />Center; and ~
<br />
<br /> WHEREAS, Federal funas are available to match the amount of local contribution by means
<br />of application to the Bureau of Medical and Nursing Facilities Services of the state Departme~t
<br />of Health; and
<br />
<br /> ~5iEREAS, it is necessary for Council to authorize the City Manager and Assistant City
<br />Managers to execute documents in connection with said application.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager, Phin Herren and Assistant City Managers, R. T. Williams and H. M. Myers, Jr
<br />be, and they hereby are, authorized and directed to execute, on behalf of the City, any and
<br />all documents necessary in connection with an application for grant funds for the constructie
<br />of an addition to the Portsmouth Public Health Center, from the Bureau of Medical and Nursin
<br />Facilities Services of the State Department of Health.':

<br />74-496 Mayor Davis asked for nominations for the office of City Attorney.
<br />
<br /> Motion of ~{r. east and seconded by Mr. Elliott, an applicant, ~r. Gordon B. Tayloe, Jr.,
<br />to be nominated for the office of City Attorney, effective January 1, 1975, and that
<br />be paid to Mr. Tayloe for the balance of the Fiscal Year 1974-75. Vote being taken, Mr.
<br />Tayloe was appointed by the following vote:

<br />74-497 Mayor Davis presented the following
<br />
<br />for his past services as Acting City
<br />letter from the 2itizens Advisory Committe
<br />
<br /> ~Re: Report of Citizens Advisory Committee activity in relation to the Housing and
<br />Community Development Act of 1974.
<br />
<br /> Pursuant to requirements for citizen participation in the Housing and Community Develop-
<br />ment Act of 1974, the Citizens Advisory Committee sponsored open forums on November 13 and
<br />November 18, 1974. During these forums the Act was discussed and citizens were invited to
<br />make suggestions and recommendations in support of Portsmouth's participation in the Act.
<br />The forums were widely publicized in the media; citizens who could not attend were encourage~
<br />to submit recommendations by mail. Members of the CAC also made presentations regarding the
<br />Act at various civic groups within the city.
<br />
<br /> As~a result of this Committee activity, thirty-one (31) recommendations have been re-
<br />ceived. At a special meeting of the Citizens Advisory Committee on November 25, 1974 to
<br />cotify the recommendations, there was unanimous agre'ement that each one merited consideration
<br />for adoption. It was agreed similarly that the need for adoption of some of the recommenda-
<br />tions was more urgent than ~o~'others. Accordingly, the following categories were approved:

<br />Urgent need for adoption and inclusion in first year
<br />Housing and Community Development Act funding to up-
<br />grade blighted neighborhoods;
<br />
<br />Category 2: Need and desirability for adoption to extend cultural,
<br /> humane, or health services to citizens of Portsmouth
<br /> with funding as appropriate;
