<br />OPERATION OF THE DRUG ABUSE PROGR~4 TO BE EFFECTIVE OCTOBER 1, 1974."

<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, and
<br />by the following vote:

<br /> 74-461 - The following ordinance, approved on first reading at the last regular

<br />ACCUMULATED CONTRIBUTIONS IN THE RETIREMENT SYSTEM."

<br /> 74-489 Request to speak from Mrs. Doris Brown, S0? Viking Street, concerning
<br />conditions in the Cavalier Manor section.
<br />
<br />Mrs. Doris Brown did not appear.

<br /> 74-490 - The following request to speak, received from George R. Walker, 1749
<br />Spratley Street, was read:

<br />"SUBJECT: The Agenda of the 26 November, 1974 Portsmouth City Council Meeting.
<br />
<br /> Pursuant to Council Gag Rules 2-15.1 and 2-24. (1961 Code sections)
<br />that my name be placed on the subject agenda to address the issue of the
<br />tents of the Budget Guide for the fiscal year beginning 1 July, 1975."

<br />74-491 The following letter from the Director of Planning was presented:
<br />
<br /> "At its regular monthly meeting on November 19, 1974, the Planning Commission discussed
<br />the topic of possible delay in delivery of essential public services stemming from street
<br />name confusion and shortcomings ~n our system of assigning numbers to dwellings and other
<br />structures. The Commission instructed its staff to pursue the matter with municipal
<br />operating departments and postal officials. The Commission anticipates forwarding some
<br />recommendations to you sometime in the early part of 1975.
<br />
<br /> In the interim, the Commission suggests that you consider a public relations program
<br />to encourage every citizen to inspect the number appearing on his dwelling or place of
<br />business. If each citizen would think of himself or herself as an ambulance driver and
<br />consider any problems encountered in reaching his or her address, we might develop many
<br />individual corrective actions which in the aggregate could amount to a municipal improve-
<br />ment program."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, that it be received for infor-
<br />mation, was adopted by unanimous vote.

<br /> 74-492 - Letter from Charles J. Turrisi, Chairman, Civic Affairs Committee, Civitan
<br />Club of Norfolk, regarding elimination of tolls was presented~
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Ilolley, that it be received for information
<br />was adopted by unanimous vote. ·
