November 26, 1974 <br /> <br />Council agenda for the December 3 meeting. <br /> <br /> It is requested that City Council appropriate, on first reading at this meeting, $38,100 <br />to cover the cost of this project, estimated as follows: <br /> <br />Bid Price (including material) <br />Contingencies <br />Engineering & Inspection <br />Adjustment of Facilities by Public <br /> Utilities & Public Works Dept. <br /> <br />$26,506.00 <br /> 3,921.72 <br /> 4,672.28 <br /> <br />3,000.00 <br /> <br />Total $38,100.00 <br /> <br /> This appropriation should be from unallocated Utility Bond proceeds. <br />adoption of this ordinance on first reading." <br /> <br />I recommend <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $38,100 FROM THE GENEPJtL CAPITAL IMPROVEMENT FUND <br />FOR THE CONSTRUCTION OF SANITARY SEWER EXTENSIONS NEAR THE INTERSECTION OF <br />SMITHFIELD ROAD AND DEEP CREEK BOULEVARD.~ <br /> <br /> 74-478 "Consideration of an ordinance on first reading to amend the City Code per- <br />taining to one-way streets. <br /> <br /> This will amend Sections 23-194, 23-194.1 and 23-194.2 to make Lane Place, a portion of <br />Butler Street, and a portion of Williams Street one-way. These streets form a loop off of <br />Leckie Street in the Park View area. The request for these changes came from the Park View <br />PAC Committee through the Portsmouth Redevelopment and Housing Authomity. In~~estigation by <br />the Traffic Engineering Department reveals that this request should be approved due to the <br />fact that these streets are very narrow, and that at some locations it is impossible for two <br />cars to pass at one time. The City Manager recommends adoption of this ordinance on first <br />reading.' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading and by unanimous vote: <br /> <br />"AN ORDINANCE TO ~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />ADDING SECTIONS 23-194.1 AND 23-194.2 THERETO PERTAINING TO ~IKING LANE PLACE, <br />A PORTION OF BUTLER STREET, AND A PORTION OF WILLL~,4S STREET ONE WAY." <br /> <br /> ?4-4?9 - "Consideration of an ordinance on first reading to amend the City Code to <br />abolish the residence requirement for certain City employees, to amend the procedures for <br />City emFioyees to obtain annual leave during holiday periods, and to modify the provisions <br />for paying terminal leave compensation. <br /> <br /> The attached ordinance is submitted for your consideration and I recommend its adoption <br />on first reading. This ordinance amends the Code of the City of Portsmouth by repealing the <br />residency requirement for all City employees except as follows: <br /> <br />All City officers or employees who are appointed by the City Council shall be <br />residents of the City of Portsmouth. <br /> <br />City Department Heads that the City Manager, in his discretion, may require to <br />remain or become a resident of the City of Portsmouth. <br /> <br /> I have received written recommendations from 20 City departments on the~residency re- <br />quirement and all recommendations have been unanimous in supporting the repeal of the City <br />residency requirement. <br /> <br /> The attached ordinance amends Section 2-12 of the City Code which will permit better <br />administration for annual leave during the month of December. The amendment will permit <br />Department Heads to authorize annual leave for their employees in lieu of written approval <br />by the City Manager for each employee of the City during the period December 16 through <br />December 31. Department Heads will still be required to have written approval for annual <br />leave by the City Manager or his designee during this same period of time. <br /> <br /> Sub-section H under Section 2-12 has been added by this ordinance to permit the City <br />Council to establish conditions of employment for officers and employees appointed by the <br />Council." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was approved <br />on first reading and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH~ VIRGINIA, 1973, BY <br />REPEALING THE EXISTING SECTION 2-8 THEREOF PERTAINING TO RESIDENCE REQUIREMENTS <br />EOR CITY EMPLOYEES AND REPLACING SAID SECTION WITH A NEW SECTION 2-8 PERTAINING <br />TO RESIDENCE REQUIREMENTS; AN~ AMENDING SECTION 2-12 THEREOF PERTAINING TO ANNUAL <br />LEAVE FOR CITY EMPLOYEES." <br /> <br /> <br />
