November 26, 1974 <br /> <br /> At a regular meeting of the City Council, held on November 26, 1974, there were <br />present: <br /> <br />with <br /> <br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., <br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., Phin Horton, City <br />Manager, R. T. Williams, Assistant City Manager, H. M. Myers, Jr., Assistant <br />City Manager, D. R. Hagemeister, Acting City Attorney. <br /> <br />The Rev. Donald R. McNair, Pastor, Westhaven Baptist Church, opened the meeting <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> The minutes of the regular meeting of November 12, 1974, were approved ~as received, <br />on motion of Mr. Wentz and seconded by Mr. Early. <br /> <br /> 74-474 - Mayor Davis presented the "Key to the City" to Miss Patricia Ann Goodrich, <br />Portsmouth Junior Miss, 1975. <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 74-475 "Consideration of an ordinance on first reading to appropriate $i5,000 in <br />Revenue Sharing Trust Fund in the category of Public Safety for the purchase of emergency <br />medical communications equipment. <br /> <br /> The purpose of this appropriation is to provide the funds to the General Operating <br />Fund for the purchase of radio equipment for the Public Health Office, Emergency Operating <br />Center, and six ambulances. The City Manager recommends adoption of this ordinance on <br />first reading.' <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Holley, the following ordinance was approved <br />on £irst reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 IN THE REVENUE SHARING TRUST FUND IN TH£ <br />CATEGORY OF PUBLIC SAFETY FOR THE PURC~LiSE OF EMERGENCY MEDICAL COMMUNICATION <br />EQU I PMENT." <br /> <br /> 74-476 "Consideration of an ordinance on first reading to appropriate $15,000 from <br />the General Fund for the purchase of emergency medical communications equipment as required <br />in the contract between the City of Portsmouth and Portsmouth Ambulance Service. <br /> <br /> Bids have been received for 8 mobile radio units and equipment necessary to modify <br />control equipment in the Emergency Operating Center to establish communications between <br />Portsmouth Ambulance Service and City emergency vehicles with hospitals in the area. Six <br />of these mobile units are to be utilized in emergency vehicles owned by Portsmouth Ambu- <br />lance Service who will be required to maintain the units. The City Manager recommends <br />ado~ption of this ordinance on first reading," <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM TIlE GENERAL FUND FOR THE PURCHASE <br />OF F2~ERGBNCY MEDICAL CO~dUNICATION EQUIPMENT." <br /> <br /> 74-477 "Consideration of an ordinance on first reading to appropriate $38,100 from <br />the General Capital Improvement Fund for the construction of sanitary sewer extensions on <br />Smithfield Road and Deep Creek Boulevard. <br /> <br /> Bids were opened on November 5, 1974 for the sanitary sewer project to serve Smithfield <br />Road between Beechdale and Deep Creek Boulevard, and Deep Creek Boulevard between Smithfield <br />Road and Claremont Drive. This project will provide sanitary sewer service in this area <br />which has not been covered by previous projects. Approximately 35 customers will be served <br />by this project. Therefore, it is recommended that the con- <br />tract be awarded to the second iow bidder, W. W. Wilkinson, Inc.
