<br /> 74-477 - The following ordinance, approved on first reading at the last regular
<br />meeting of November 26, 1974, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $38,100 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE CONSTRUCTION OF SANITARY SEWER EXTENSIONS NEAR THE INTERSECTION
<br />OF SMITHFIELD ROAD AND DEEP CREEK BOULEVARD."
<br />
<br /> On motion of Mr. Early and seconded by Mr. Barnes, the ordinance was adopted,

<br />MAKING LANE PLACE, A PORTION OF BUTLER STREET, AND A PORTION OF WILLIAMS
<br />STREET ONE WAY."

<br />BY REPEALING THE EXISTING SECTION 2-8 THEREOF PERTAINING TO RESIDENCE
<br />REQUIREMENTS FOR CITY EMPLOYEES AND REPLACING SAID SECTION WITH A NEW
<br />SECTION 2-8 PERTAINING TO RESIDENCE REQUIREMENTS; AND AMENDING SECTION
<br />2-12 THEREOF PERTAINING TO ANNUAL LEAVE FOR CITY EMPLOYEES."

<br /> 74-505 Request of Harvey N. Johnson, Jr., Director, STOP Organization, to present
<br />resolution regarding an Emergency Economic Crisis Center.
<br />
<br />"A RESOLUTION.
<br />
<br /> WHEREAS, the President of the United States has called u~on the Nation to face many
<br />problems resulting from inflation and,
<br />
<br /> WHEREAS, the citizens of the Southeastern Tidewater Area comprising Planning District
<br />are faced this winter with spiraling increases in the cost of living, particularly with
<br />respect to fuel, food, clothing, adequate home equipment, and transportation and,
<br />
<br /> WHEREAS, those most hurt by inflation and resultant spiraling cost of living are the
<br />elderly, the handicapped, the poor and others on fixed or limited income and,
<br />
<br />~tEREAS, these same citizens are most in need of information and outreach services and,
<br />
<br />WHEREAS, these groups of persons are most vulnerable to emergency crises, and,
<br />
<br /> WHEREAS, such emergency needs place a greater Burden and hardship on those local
<br />governmental agencies, community-oriented groups, religious organizations and citizen-
<br />action groups, either charged with the responsibility of assisting those in need or
<br />volunteering emergency assistance to persons in need and,
<br />
<br /> WHEREAS, it would be most practical and thus beneficial to all concerned parties if a
<br />centralized system could be established to deal with emergency problems in Planning Dis-
<br />trict 20 and,
<br />
<br /> WHEREAS, many emergencies tend to occur after working hours and particularly on
<br />weekends,
