<br />That it is hereby found and determined that Amendment No. 2 will afford
<br />maximum opportunity, consistent with the needs of the City as a whole,
<br />for the partial redevelopment of the area by private enterprise for
<br />residential reuse.
<br />
<br />That it is hereby found and determined that the proposed redevelopment
<br />areas are blighted, deteriorated, or deteriorating and qualify as an
<br />eligible project area under Sections 36-49 and 36-49.1, et. seq., of
<br />the Code of Virginia (1950) as amended.
<br />
<br />That it is hereby found and determined that the program for the proper
<br />relocation of individuals and families displaced ~n carrying out the
<br />Project is feasible and can be reasonably and timely effected to permit
<br />the proper prosecution and completion of the Project.
<br />
<br /> 2. That Amendment No. 2 to the Park View Conservation and Redevelopment Plan for the
<br />Park View Conservation and Redevelopment Project, Va. R-48, has been duly reviewed and con-
<br />sidered and is hereby approved and the City Clerk is hereby directed to file a copy of said
<br />amendment with the minutes of this meeting.'

<br /> 74-518 "Consideration of a resolution approving Amendment No. 2 to the redevelopment
<br />plan for the Northside Redevelopment Project, Va. R-39.
<br />
<br /> Amendment No. 2 to the Northside Redevelopment Plan consists of an adjustment to the
<br />boundary in the cleared project which will correspond with the amendment to the Park View
<br />Conservation and Redevelopment Project. The City Manager recommends approval of this
<br />resolution."

<br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPROVING AMENDMENT NO. 2 TO THE REDEVELOPMENT PLAN FOR THE
<br />NORTHSIDE REDEVELOPMENT PROJECT, VA. R-39.
<br />
<br /> iFHEREAS, this Council by resolution adopted August 9, 1966, approved the Redevelopment
<br />Plan for the Northside Redevelopment Project, No. 1, Va. R-39, Portsmouth, Virginia, adopted
<br />by the Portsmouth Redevelopment and Housing Authority; and
<br />
<br /> ¥~EREAS, by resolution duly adopted December 17, 1974, said Portsmouth Redevelopment
<br />and Housing Authority adopted Amendment No. 2 to said Plan; and
<br />
<br />Plan,
<br />and
<br />
<br />WHEREAS, the amendment has been carefully reviewed by this Council and said Redevelopmen
<br />as amended, conforms to the general plan for development of the City as a whole;
<br />
<br /> t~tEREAS, in the judgment of this Council, it is in the interest of the City and its
<br />inhabitants that said Amendment be approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that said Redevelopment Plan, as amended, dated December, 1974, for the aforementioned Projec
<br />having been duly reviewed and considered is hereby approved; and
<br />
<br /> BE IT FURTHER RESOLVED, that the City Clerk be, and he is hereby directed to file a
<br />copy of the amended Redevelopment Plan with the minutes of this meeting."

<br /> 74-519 - "Consideration of a resolution approving and authorizing the Mayor and the
<br />City Manager to execute all documents and certifications required for filing the 1975 Com-
<br />munity Development Program for the City of Portsmouth."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,

<br />"A RESOLUTION APPROVING TIlE 1975 COMi~NITY DEVELOPMENT PROG~iM AND AUTHORIZING
<br />THE 5~YOR AND CITY MANAGER TO FILE AN APPLICATION THEREFOR.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974,
<br />financial assistance is provided to localities for undertaking and carrying out community
<br />development activities; and
<br />
<br /> WHEREAS, this Council has reviewed and held public hearings on a 1975 Community Developy
<br />ment Program in the City of Portsmouth and related redevelopment proposals; and
<br />
<br /> h%tEREAS, it is necessary that this council take appropriate official action respecting
<br />said Program to comply with the regulations of the aforementioned Act; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed in the undertaking
<br />and carrying out of activities under the community development program; and
