<br /> 5. That it is hereby found and determined that the Plan for the project area will
<br />afford maximum opportunity consistent with the needs of the City of Portsmouth as a whole,
<br />for the rebuilding of the area by private and/or public enterprise.
<br />
<br /> 6. That it is hereby found and determined that the program for the relocation of indivi-
<br />duals and families who are displaced by project activities is feasible and can be reason-
<br />ably and timely effected to permit the proper prosecution and completion of the Project;
<br />and that such safe, decent and sanitary dwellings or dwelling units available or to be made
<br />available to such displaced individuals and families are at least equal in number to the
<br />number of displaced individuals and families; are not generally less desirable with regard
<br />to public utilities and public and commercial facilities than the dwellings of the displaced
<br />individuals and families in the project area; are available at rents or prices within the
<br />financial means of the displaced individuals and families, and are reasonably accessible
<br />to their places of employment.

<br /> 7. That, in order to implement and facilitate the effectuation of the Plan hereby
<br />approved, it is found and determined that certain official actions, as required, must be
<br />taken by this Council with reference, among other things, to changes in zoning, the vacating
<br />and removal of streets, alleys, and other public ways, the establishment of new street pattern
<br />the location of sewer and water mains and other public facilities, and other public actions,
<br />and, accordingly, this Council hereby (a) pledges its cooperation in the execution of the
<br />Plan; (b) requests the various officials, departments, boards, and agencies of the City
<br />of Portsmouth having administrative responsibilities likewise to cooperate to such end and
<br />to exercise their respective functions and powers.in a manner consistent with the Plan;
<br />and (c) stands ready to consider and take appropriate action upon proposals and measures
<br />designed to effectuate the Plan."

<br />WHEREAS, this

<br />Mr. Holley, the fellowing resolution was adopted:
<br />TO TF~ PARK VIEW CONSERVATION AND

<br />and Redevelopment Plan for the Park View Conservation and Redevelopment Project, Va.
<br />Portsmouth, Virginia, adopted by the Portsmouth Redevelopment and Housing Authority,
<br />after referred to as the "Authority"); and
<br />
<br />Council, by resolution adopted October 23, 1973, approved a Conservation
<br /> R-48,
<br /> (herein~
<br />
<br /> WHEREAS, there has been presented to this body, for consideration and approval, a copy
<br />of an amended Conservation and Redevelopment Plan for the project area, dated December,
<br />1974, which plan consists of 20 pages and three exhibits; and
<br />
<br /> WHEREAS, the Authority has made detailed studies of the physical conditions of structure:
<br />land use, environmental influences, and social, cultural and economic conditions of the
<br />proposed redevelopment areas and has determined that the said areas to be cleared are blighte~
<br />deteriorated, or deteriorating; and
<br />
<br /> WHEREAS, Amendment No. 2 to the Park View Conservation and Redevelopment Plan has been
<br />approved by the Board of Commissioners of the Authority on December 17, 1974, which plan
<br />is referred to as the Conservation and Redevelopment Plan for the Park View Conservation
<br />and Redevelopment Project, No. Va.R~48; and
<br />
<br /> WF~REAS, said
<br />Redevelopment Plan
<br />as a whole; and
<br />
<br />Amendment No. 2 has been carefully reviewed and
<br />conforms to the general plan for development of
<br />
<br />said Conservation and
<br />the City of Portsmouth
<br />
<br /> WHEREAS, the Authority has prepared and submitted a program for the relocation of indivi
<br />duals and families who will be displaced by project activities; and
<br />
<br />the interest of the City and its
<br />the City of Portsmouth, Virginia:
<br />
<br /> WHEREAS, in the judgment of this Council it is in
<br />inhabitants that the said Amendment be approved.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of
<br />
<br /> 1. That Amendment No. 2 to the Conservation and Redevelopment Plan for the Park View
<br />Conservation and Redevelopment Project, Va. R-48, having been duly reviewed and considered,
<br />it is hereby found:
<br />
<br /> a. That the objectives of the Park View Conservation and Redevelopment Project,
<br /> Va. R-48, Portsmouth, Virginia, can be better achieved by the adoption
<br /> of said amendment.

<br />b. That Amendment No. 2 for the project area conforms to the general plan for
<br /> the City of Portsmouth as a whole.
